March 11. 1997 <br /> <br />While some activities of the grant funded position would not be continued were <br />grant funds not received, the majority of activity conducted by the Environmenta~ <br />Planner would need to be continued to meet state environmental regulations and <br />local goals for protection of environmentally sensitive lands and improved water <br />quality. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts. to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING APPLICATION TO THE <br />COMMONWEALTH OF VIRGINIA FOR A CHESAPEAKE BAY LOCAL <br />ASSISTANCE GRANT. <br /> <br /> WHEREAS. in order to comply with the provisions of the Chesapeake Bay <br />Preservation Act ("the Act"), the City of Portsmouth has been required to implement <br />major changes in its development review procedure, its ordinances, and its <br />Comprehensive Plan, and ongoing expenditures are required of the City in order to <br />ensure continuing compliance with the requirements of the Act; and <br /> <br /> WHEREAS, the Commonwealth of Virginia, through the Chesapeake Bay <br />Local Assistance Department, makes available to localities on a competitive basis <br />certain funds to help defray the Act's implementation costs; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth. Virginia, that The City Manager be, and hereby is, authorized to make <br />application on behalf of the City of Portsmouth, Virginia to the Commonwealth of <br />Virginia for a Chesapeake Bay Local Assistance Grant in the amount of $32,795 <br />and upon receipt of such grant, to expend it for the duly req uired purpose." <br /> <br />Ayes: Benn, Clemons, Gdffin, Martin, Pitts. Holley <br />Nays: None <br /> <br />97- 78 (a) <br /> <br />Motion to award a contract to Mechanical Equipment Sale in the <br />amount of $25,872 for Phase I of the Churchland High School Air <br />Quality, HVAC Renovation Project. <br /> <br />(b) <br /> <br />Motion to award a contract to Johnson Controls. Inc. in the amount of <br />$27,058 for Phase I of the Churchland High School Air Quality, HVAC <br />Renovation Project. <br /> <br />Recommendation_: <br /> <br />a) <br /> <br />Approval of a motion to award a contract to Mechanical Equipment Sales in <br />the amount of $25,872. <br /> <br />b) <br /> <br />Approval of a motion to award a contract to Johnson Controls, Inc. in the <br />amount of $27,058. <br /> <br />~eed: <br /> <br />The construction of Phase I of the Churchland High School HVAC renovation ~s <br />scheduled to be complete by May 1997. In order to test the improvements before <br />students leave the building for Summer vacation, it is necessary to order the heat <br />pump units now, due to the long lead-time on delivery. <br /> <br />· It is anticipated that award of a construction contract to install these units will be <br /> requested once the design documents are completed. <br /> <br />· Units for proposed Phases II an ill were also bid to ensure that one vendor <br /> supplies all units. Prices for future phases are valid for the next six months. <br /> <br /> <br />
