At a regular meeting of the City Comncil, held on September llth, 1951, there were present <br />Fred A. Duke, Frank N. Bilisoly, Jr., George L. Gr~es,Carl C. HoUghton, Jr., <br />James N. Howard, R. Irvine Smith, E. Robie Sturtevant, C. E. ~arren, H. Earl <br />~eiseman, Pearls J. Wilson, !. G. Vase, City Manager, and R. C. Barclay, City <br />Attorney. <br /> <br /> Minutes of the regular meeting of August 28th, t951 and <br />1951 were read and approved. <br /> <br />called meeting of September 5th, <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 1st - "I submit the attached report from the members of the Retirement Board recommend_ <br /> lng the retirement of Lieutenar~t LeRoy Saunders in the Police Department, William H. Lewin a~d Abraham Williams <br /> of the Public Service Department, and recommend that their recommendation be approved., <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City ~anager and that the <br />employees be retired at half pay, effeetiv®~3~ept~/.15th, 1951, was adopted. <br /> <br /> 2nd - "I recommend that au appropriation in the sum of $5,000.00 be placed on its first <br />reading, to provide funds for the payment to Kings Daughters Hospital for use of the hospital morgue for the fis¢ <br />year ended June 30th, 1951." <br /> <br />rea~ing, was adopted. Motion of Mr. Warren to place an appropriation of $5,000~00 for said purpose on its first <br /> <br /> 3rd - "I submit herewith a request from. Broughton W. Tanner, Jr., for refund of retirement <br />money withheld from his salary while in the employ of the Portsmouth Police Department. I recommend that refund <br />in bhe amount of~$18.88 be made to Mr. Tanner? <br /> <br /> Motion of Mr. Grimes bo refund Broughton W. Tanner, Jr., the sum of $18.88 was adopted. <br /> <br /> 4th - "I submit herewith plans and specifications for a new fire station to be located in <br /> Monroe Ward and recommend that the City Manager be authorized to advertise for bids for its constraction.- <br /> <br /> Motion of Mr. Wilson that the City ~nager be authorized to adverbise for bids, was adopted <br /> <br /> 5th - "After a lengthy study of the question of adding c~hloride to the public water suppl~ <br />owned by the City of Portsmouth, and after having had several conferences with the officials of the City of Suf - <br />folk and Nansemond County, and having received resolutions recommending such a procedure from the Dental Socie- <br />ties and .Health Societies of the City and counties in this area supplied by the Water Department of Portsmouth, <br />I recommand that the City of Portsmouth add chloride to its public water supply, <br /> <br /> ~ I further recommend that an appropriation in the sum of $30,000.00 to cover the <br />cost of equipment and bu'~mlding to provide this service, be placed on its first reading.,. <br /> <br />reading, was adopted. Motion of Mr. Howar~d to place an appropriation of $30,000.00 for said purpose on its first <br /> <br /> 6th - "I am attaching an ordinance relative to the fluoridation of the City's water suppl~ <br />and I recommend that this ordinance be placed on its first reading.. <br /> <br /> Notion of Mr. Howard to place the following ordinance on its first readiug was adopted: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 24 OF THE CODE OF THE CI~£ OF PORTSMOUTH, <br /> 1951, BY ADDING THERETO SECTION 2~-57-1 RELATI~ TO INTRODUC~G FLUORINE <br /> L~TO THE CITY'S WATER SYST~2~" <br /> <br /> 7th - "I recommend that the attached ~ordinance to repeal certain sections and to amend and <br />re-ordain other sections of the Code of the City of Portsmouth, be placed on its first read-Lug? <br /> <br /> Motion of N~. Houghton to place the following ordinance on its first reading was adopted: <br /> <br /> "AN ~H~NANCE TO REPEAL SECTIONs 30-98 AND TO ~MF~VD AND RE-ORDAIN SECTIONS 30-94, <br /> 30-120 and 30-1~50~ CHAPTER 30 OF THE CODE OF Tr~E CI~ OF PORTSMOUTH, 1951." <br /> <br /> 8th ~ "I recommend that a traffic ~ight he authorized to be installed at the intersection <br />of King and Rodm~n Avenue." <br /> <br />Motion of Mr. Houghton to concur in the recommendation of the City Manager was adopted. <br /> <br />UNFINISNED ~JSINESS - <br /> <br /> An appropriation of $1,121.00 to install the I.B.M. card system in the General Re~istrar's <br />office, placed on its first reading at last meeting, was taken up. <br /> <br />following vote: Motion of Mr. Grimes to appropriate $1,121.O0 for said purpose, was adopted, and by the <br /> Ayes: Duke, Bilisoly, Grimes, Houghton, Howard, Smith,Sturtevant, Narren, <br /> ~eiseman, Wilson <br /> Nays: None <br /> <br />read: <br /> <br />The following ordinance, placed on its first reading at .the last m?eting, was taken up end <br /> <br /> "AN ORDINANCE LEVYING A SPECIAL ASSESSMENT FOR SIDEWALK IMPROV~2~ENTS AGAINST <br /> THE ABUTTING LANDOWNERS OF PEOPERTY ON THEWEST SIDE OF CNESI2~T STREET, <br /> BETWEEN CLIFFORD AND LINCOLN STREETS" <br /> <br /> <br />
