Ballentine, C.M. Meginley, William R. Lowe, L.~. Hudgins and Mary B <br /> Crowder, the commissioners of Election, app6inted by the Electoral Board Of the City of Porbsmouth, Virginia, <br /> to canvas the ballots and election returns of the election held in the City of Portsmouth, Virginia, on the <br /> sixth day 8f November, 1951, for determi~uing the question: <br /> "Shall the City of Portsmouth be authorized to issue, under the provisions of Section <br />127, 01ause (b) of the Constitution of Virginia, and Chapter 13 of the Charter of the City of Portsmouth,bonds <br />.in ~the amount of One Million Seven Hundred and Fifty Thousand Dollars ($1,750,000~00) in order to construct, <br />~w~0reve and e~larE® the sewage disposal system of the City of portsmouth ~nd to ex~end the same Luto the ter- <br />ritory annexed to the Cit~ -under an order effective at midnight December 34 19~7,~ in conformity with ~n or- <br />dinauce of the City of Portsmouth adopted by the Council of Said City on the fourteenth day of August, 1951, <br />the object of the issuance of said bonds being to cor~truct, improve aud enlarge the sewage disposal system of <br /> the City of Portsmouth and to extend the same into the territory annexed to the mCi~y under an order effective at <br /> midni&ht December 31, 19~?, and presented to the Court their certificate Of the qualified votes cast at aafd <br /> election as follows: For bond issu$ were cast nine hundred and twenty-three votes, and Against bond issue were <br /> cast two hundred and fifty six Votes, and v~-th a certificate of William Hodges Baker, Clerk of this Court, <br /> t~reto attached certifyLug the result of said election, <br /> On consideration whersof~ it is ordered that the said certificate of election shall be <br /> filed in the Clerk's office of this Court, and that it is hereby entered of record as a result of said election <br /> that ~ majority of said qualified votes were cast "For Bond Issue'~, and~it is here~ ordered that the Clerk of <br /> this Court do forthwith certify a copy of this order to the Couu6il of the City of Portsmouth, who shall there- <br /> upon be fully authorized and empowered to.prepare and issue and to sell or to negotiate said bonds upon the <br /> faith, credit and property of said m~uic~ipality in the amount so authorized. <br /> <br />A COPY TESTE: Wm. Ballentine, D.C.", <br /> <br />On motion filed. <br /> <br />The following letter from Simon and Ruth Cross was read: <br /> <br /> "It appears that the assessors in 19~, assessed a bnilding on lot 287 SS Columbia St. <br />in the name of Simon and Ruth Cross, value $500.00. The same thing appears on our books for 1945, ~6, ~7 and <br />19~8, ~9, 50, however in i951 the board of assessors claimed that there was no building on lot 287. <br /> Cross has paid taxes on a building valued at $500.00 seven years for which I believe <br />should be refunded as we have no record of any permit for a building at this location." <br /> <br />On motion referre~to the City Manager and City Attorney. <br /> <br />The Clerk read the following resolution: <br /> <br /> "WHEREAS, the Honorable ~awrence W. I'Anson has been endorsed by the members of <br />the Portsmouth Bar Association for appointment as additional Judge of the District Court of the United <br />States for the Eastern District of Virginia; and <br /> WHEREAS, the Honorable Law~enceW. I3Anson fulfilled the duties of Co~onwea!th At- <br />torney of this City for three and one h~!_f years, and forths past tan years has fulfilled the duties <br />of the Judge of the Court of Hustings of this City to the full and complete satisfaction of the citi- <br />zens of this City, ~dwith credSt to himself and to this commuuity, ~d we believe that his appoint- <br />ment as a District Judge of the UhitedStates Court wil~ be an advancement for himand a benefit to <br />the inhabitants of this Judicial District; <br /> NOW, THEEEFOBE, Be it Resolved by the Council of the City of Portsmouth, VirgLuia, <br />that the Honorable Lawrence W. I'Anson be and he is hereby endorsed for appointment as additional <br />Judge of the District Court of the United States for the Eastern District of Virginia. <br /> Be it further Resolved that the Clerk of the Council forward copies of this reso- <br />lution to His Excellency, Harry S. Trumau, President of the United States, the Honorable Harry F.Byrd, <br />and the Honorable A. Willis Robertson, Senators of the United States, the Honorable Howard McGrath, <br />Attorney General of the United States, and Honorable Frauk E.
