The fgllowing letter from the ~ Hampton Roads Tunnel Co~ission ~as taken up and read:

~- !'In 19~8, when the org~uized meetings on the proposed Hampton Roads Tunnel began an effort
9as made to have the political subdivision governments on Hampton Roads represented therein. Responding to t~e
invitation to the invitation Mayor Fox delegated Gen,.~.T.H. Galliford, Director Public Safety, and F.J.Bergeron,
City Engineer, to represent Portsmouth and we were pleased to have Portsmouth represented. Later, when the forma-
tion of the HamptonA Roads. -Tunnel Commission was official, delegates to this Commission were invited from these
same areas, t that ~tmme, due largely, I believe, to the illness and subsequent death of Mayor Fox, no delegates
from Portsmouth were named. As th& Comm~ssi0n which was organized deferred action to som~ extent, pending the
outcome of the Highway Department's action. No attempt at tha~.time was made to follow up on the Portsmouth
invitation ~ · .
In a recent meeting, the Commission was reactivated and has resumed work on this important
project. One of its first actions was to inclmde s~ch representations that have an important interest in our
Tidewater transportation system. · ~
Therefore, the Hampton Roads Tunnel Commission cordially invites the Portsmouth City Coun-
cil to be officially represmnted on this Commission dedicated to the nurpose of encouraging the construction
of the Hampton Roads Tunnel as an i~p~ant link in our transportation-system.-
The City Attorney presented the following letter and recom~en~ed that the City accept the
$50.00 in payment of damage to police car:

"Sometime ago, I talked to you and Pit. Yass about the matter of ~fhit Farmer, who had an an-
cident with one of the police cars in the ~ity of Portsmouth.
I would like to get a release signed by the City in order that Farmer, who is a right res-
pectable c61ored man, living ~n '~r{'~o~folk, could retain his driver's permit. It appears that the City does
not ~ontemplate bringing suit in the matter, and I, therefore, would suggest to my client that he p~y the City
$50.00, in order to obtain a release.
Yours very truly,
