<br /> Minutes of regular meeting of November 13th, 1951 were read and approved.

<br /> hearing will be held at 7:30 P.M., on Tuesday, November 27th, 1951, in the Council Chamber, Municipal Building,
<br /> Portsmouth, Virginia, for the purpose of altering zones aud reclassifying the following property:
<br /> 1. J. Roy Rodman ~o rezone northeast corner of High Street and Seventh Avenue,
<br /> frontiug 60 feet on the north side of High Street, by 106 feet deep, from

<br /> 2. J.Roy Rodmau to rezone lots #l and #3 block 136 fronting 60 feet on south side

<br /> Motion of ~r. Wilson t hat the Council concur in Item #2 of reco~endation of the Plan-
<br /> ning Co~aissidn, was adopted.
<br /> ~oti~u of Mr. Wilson that the Council concur in Item #3 of reco~endation of the Plan-
<br /> ning Commission, was adopted.
<br /> Motion of ~Ir. Grir~es that the Council concur in Item #~ of the recommendation of the
<br /> ~zanning Commission, was adopted.
<br /> Motion of Mr. Grimes that the Council concur in Item #5 of the recommendation of the
<br /> Planning Commission, was adopted.
<br /> The following letter from the pl~uning and Zoning Commission was read:
<br /> "The Portsmouth Redevelopment and ~Housing Authority reviewed its current preliminary
<br /> redevelopment planning with us iu an informal meeting on November 21, 1951.
<br /> Although many details and adjustments w~11 be worked out in a second planning stage,
<br /> prior to the preparation of a final Redevelopment Pl~u and its submission to the Council for final approval.
<br /> We concur in the three proposals so far developed.
<br /> 'The three preliminary proposals are:
<br /> 1. A series of parking lots and some con~aercial use on King and 'Queen Sts. east of Elm Ave.
<br /> to Crawford St. to serve the business frontage on High Street.
<br /> 2~' The clearance efa sparsely built-up area of bad housing between ~ashington St. extended and
<br /> Madison and Sixth Sts., in the vicinity of the Navy Yard, for multiple, housing.
<br /> 3. The clearance of a site for a Civic Center between Effingham and Green Sts.; and Qu~een and
<br /> North Sts., with some abutting frontages and other land if found necessary.
