<br /> Motion of Mr. Warren to appropriate $1,221.O5 for said purpose, was adopted &nd by the
<br /> following vote:

<br /> The following ordinance placed on its first reading at last meeting was taken up and read:

<br /> The following letter from the Superintendent of Schogls was read:
<br />
<br /> "The City School-~Board of the City of Portsmouth, in special session Friday, February 8th,
<br />19)2, directed me to reauest the City of Portsmouth to authorize the School Board te execute an agreement
<br />with the Bo~rd of T~_stees ~f the Virginia Retirement System for ~overage of itu teachers and other eligible
<br />.ployees iu order that they might participate iu Social Security benefits.
<br /> The School Board further directed me to request the ~City of Portsmouth to agree to appro-
<br /> priate the necessary funds to pay the cost of Social Security coverage should the School Beard be unable to pay
<br /> for this covsrage out of its present budget.
<br /> The political subdivisions are required to pay the employer cost for backdating coverage
<br /> %o Janua~y l, 1951, and continuLug Social Security cost, except that the State shall reimburse the local school
<br /> board for the cost of all employer contributions in the case of ~eachers. The net cost to the School Board of
<br /> backdating coverage for the year 1951 will be $11AA.B5 and Lhe estimated net cost for the first six months of
<br /> 1952 will be $653.90, making a total of $1798.75.
<br /> The annual cost to the School Board ~-u the future w~]l be Lu the neighborhood of $1400.,
<br /> but of course the amount will vary according to n~mber of employees ~ud salaries paid."
<br /> Motion of Mr. Warren that the School Board be authorized to execute an agreement with the
<br /> Virginia Retirenent System end that the Council agree to appropriate necessa~y funds to pay the cost of Social
<br /> Security coverage, if the School Board is unahle to pay the same frCm its present budget, was adopted.
<br /> The following letter from the Superintendent of Schools wa~ read:

<br /> "The 0ity School Board of the City of Po~smouth, in special session Frida~v, February 7,
<br /> 1952, directed me to request the City of Portsmouth to purchase lets 17 and 23 in Block #75, plat of Westhaven,
<br /> located in 3700 block of Griffin Street. These lets are owned by W.F. Robertson, who is rep~resented locally by
<br /> U.S. Joh~s, New Kirn Bldg. The School Board further requests that the City purchase any other available lots
<br /> adjacent to the Westhaven School that may be used by the School for building or play purposes."
<br /> Motion of Mr. Houghton to refer to the City Manager and City Attorney with powsr to act,
<br /> was adopted.
<br /> Motion of Mr. Smit~ that the City Manager invite the cities of ~orfolk, South Norfolk,
<br /> Suffolk~ Virginia Beach, and counties of Norfolk and Princess Anne to meet with Portsmouth in a joint ~eeting to
<br /> discuss mut-~al problems, was adopted.
<br /> ~.otion of ~. Smith that the City Manager write a letter to Mr. Joe Tusing and Mr. Frank
<br /> Mantz, thanking them for their splendid work and effort-s in connection with the visit of the General ~ssembIy to
<br /> Tidewater, was adopted.
