<br />Actuaries and Insurance Consultantw, Pension and other Employee Benefit Plans and I recommend that the firm be
<br />employe~ as consultants to the Council committee working on our retirement system."
<br /> "it was good having the opportunity to meet with you and the others in your office las
<br />night. Trane services our firm will render iu connection with your pension study are covered ~y Mr. Towne's letter
<br />of December 27th, 1950.
<br /> Introducing ~ocial Security into the picture will call for additional calculations,
<br />but will net result in ~y appreciable insreese in the fee of $2,000. previously quotsd. As stated before~ your
<br />group last ~i~ght, we c~u quote you a firm price of not over $2, 500. to handle the job as set forth in Mr. Towne'
<br />letter. T~nis includes the Social Security addition. You might see if any of the personnel date required is in
<br />your IBM cards. If it is, your work, as well as ours, could be facilitated by using these cards. If it is not,

<br /> Motion of ~r. Howard to concur in the recommendation of the City Manager and that ~u
<br /> appropriation of $2,500.00 be placed on its firs~ reading, was adopted.
<br /> 2nd - "I submit herewith the attached resolution ~d recommend its adoption:

<br /> , WHEREAS, the General Assembly of Virginia has adopted au act to provide for
<br /> coverage of officers and e~ployees of this State, andof local governmenta and
<br /> its political subdivisions, under the .old-age and survivors insurance provision
<br /> of Title Ii of the Federal'Social Security Acts, and i~ order ~o comply with the
<br /> requirements of the Social Security Acts, it is necessary for the City of Ports-
<br /> mouth to refrain from paying gratuities or other emoluments to employees of the
<br /> City School Board ~no may be retired since the passage of said act.
<br /> NOW, T~HE~OEE, BE IT RESOLVED by the Council of the City of Portsmouth, Vir -
<br /> ginia, that the City of Portsmouth will not hereafter pay to eny school teacher
<br /> or other employee of the School Boards of the City of Portsmouth who mmy be re -
<br /> tired after the passage of the aforesaid ~ct of the General Assembly of VirgLnia,
<br /> ~uy gratuity or other emolument."

<br />Courts of the City of Portsmouth. This is for your consideration. I recommend that the City proceed according tc
