<br /> Motion of Mr. Weiseman to concur in Item 1 of the recommendation of the Planning C

<br /> Motion of Nr. Houghton to refer Item 3 of the recommendation of the Planning Commis-
<br />sion to the City AttemeY'. was adopted.
<br /> The following reports from the Cit~ Nauager were read:
<br /> 1st - "I submit herewith the following resolution and recommend its adoption:
<br /> "Be it Resolved by the Council of the City of Portsmouth,
<br /> Virginia, that it is the wish of the City Council tc enter
<br /> into a contract, on Behalf of the City of Portsmouth, with
<br /> the Board of Trustees of the Virginia Retirement ~ystem, to
<br /> have the employees of the Norfolk County Ferries as well as
<br /> the other employees of the City of Portsmou,th covered under
<br /> the provisions of the Social Security Act of the Congress of
<br /> the United States, and that the City E~anager of the City of
<br /> portsmouth be and he is hereby authorized to sign the neces-
<br /> sary agreements and documents on bobs2 * of the City, including
<br /> the attached contract."

<br /> On motion of ~r. Houghton, said resolution was adopted and by the following vote:

<br /> Ayes: Duke, Bilisoly, Grimes, Houghton, Howard, Smith,Sturtevant,
<br /> Warren, ~eiseman, Wilson
<br /> Nays: None
<br /> 2md- "I submit a list of the amounts of money due the Attorneys for collecting bac
<br />taxes in the City of Portsmouth the total amount being the sum of $~,235.17. I therefore recommend that the sum
<br />of $$,239.17 be placed on its first readir~ for the purpose of paying the attorneys the amount due them."
<br /> Motion of Mr. Grimes to place an appropriation of $6,239.17 for said purpose on its
<br />first readL~g, was adopted.
<br /> 3rd - "I reco~uaend that an appropriation in the sum of one m~l~ion dollars be place~
<br />on its first reading for the purpose of defraying the cost of the construction of the I.C. Norcum High School,
<br />the funds to be used from the sale of bonds f~r this purpose."
<br /> Motion of Mr. ~eiseman to place an appropriation of $1,000,000.00 for said purpose
<br />on its first reading, was adopted.
<br /> ~th - "I submit an amendment to the City License Ordinance concerning the license
<br /> taxes on automobiles and recommend that it be placed on' its first reading."
