April 22nd, 1952. <br /> <br /> Motion of Mr. Howard to concur in the recommendation of the City Manager was adopted. <br /> <br /> 5th - "I reoommend that the sum of $1~,000.00 be Placed on its first reading for the <br />purpose of defrayd_ug the incidental expenses including the City' s portion of engineering qor project <br />on Route 337 from the d-utersection of Elm At - <br /> venue to the intersection of Airline Boulevard, said sum expen~ed for <br />this project from the General Fund to be reimbursed from the Bond ~-kmd when the bonds have been sold." <br /> <br /> Motion of Mr. ~eiseman to place an appropriation of $10,000.00 for said purpose on <br />its first reading, was adopted, <br /> <br />to the following: <br /> <br />6th~- "I recommend that the Citp Auditor be authorized to refund the sum of $562.33 <br /> <br />Mary B. Bilisoly, Jr. be refunded the sum of $18.00 <br />Election fee paid in_ connection with his filing for Council in the Primary since Mr. Bilisolyhad no opposition." <br /> <br /> Motion of M~. Houghton to appropriate $18.00 for said Farpose, was adopted. <br /> <br /> 8th - "I submit a sketch of the proposed advertisement in the Norfolk Portsmouth Pro- <br />greas edition of the Norfolk Newspapsrs /ncorp~ated cud recommend that the sum of ~U+95.00 hep laced on its <br />first reading for the payment of said advertisemen~ and that the City Manager be authorized to sign the order <br />for the advertisement." <br /> <br /> Motion of ~. Smith that the City Manager be authorized to sign the Order and that an <br /> appropriation of $495.00 be placed ca its first reading for said purpose, was adopted. <br /> <br /> 9th - "I submit the following letter from the City Attorney: <br /> 'In referemce to the questiod of the salary of the Clerk of the Circuit <br /> Court which was referred to me at your last meeting, I find that there were two bills concerning the salaries <br />of the Clerks of the Courts passed at the last session of the General Assembly of Virginia. <br /> HouseHili 283, passed as an emergency bill, provides that the salary of the <br />Clerks of the courts shall not he less than eight thousand dollars and shall not exceed tan thousand dollars per <br /> <br /> Senate Bill Number 3~8 provides that the max~rm~m compensation authorized <br />for clerks of courtsof record is increased by ten per cent. This bill appears not to have an emergency clause <br />and will not be effective until June 28, 1952." <br /> <br />adopted. <br /> <br />Motion of Mr. Weiseman that this matter be deferred until after June 28th,~952 was <br /> <br /> lOth - "I am presenting herewith a letter from the Administrator of the Kings Daugh- <br />ters Hospital in reference to the City's payment covering patients entering the emergency room at the hospital, <br />in which he requests that the City pay a flat fee of $2.00 for each patient going through the emergency room, ~ <br />lieu of the $3.75 now being paid for patients who do not pay for th_is serwice. The reason for this recommenda- <br />tion is the enormous amount of detailed checking required at present.
