ing to control the spread of Rabies. It was pointed out that pl~us for Compulsory Rabies Control are available <br />through the Federal Security Administration. This plan embodies provision for the control of stray dogs and <br />for the vaccination of those~ dogs which are allowed to ~-~n ~b large. <br /> ~t is felt that the ordinance now before you is still i~ itself a good ordinance. <br />However, we would recommend that it be tabled at this time in order that you may consider an ordinance which <br />would be more complete. This wa~ the plan of action adopted by the Board of Supervisors in the face of evidence <br />presented. ~e would be glad to provide you with additional information should you choose this course of action. <br /> One suggestion that has been made is that p~ior to the imposition of V~accina- <br />tion Ordinance, all dogs in the city be confined for a period of approxirmately thirty days and the dogs left run- <br />ning at large be impounded by the Game Warden. This would in effect eliminate dogs without o~ers. After that th <br />dogs which are to be allowed to run at large wo~!d be licensed only upon presentation of receipt from the Veteri- <br />narian for Rabies Vaccination. <br /> It is understood that the first two provisions in the Portsmouth City ordinance <br />in relation to dogs running at large in the city states that no dogs will be allowed off the premises of its <br />owhers unless securely mnzzled or accompanied by an attendant. The present ordinance further provides that <br />such dogs sho~d be impounded. If this ordinance was enforced, the need for rabies vaccination would be cancelled <br />However, practical consideration causes us to realize the absurdity of the ordinance as it stauds. It is there- <br />fore recommended that in attemptin~ to control rabies in this area, this ordinance be repealed and one which <br />can be enforced and will be backed by the general, public, be considered. <br /> It is the firm stand of the Portsmouth Humane Society and the National Humane <br />Association and all related organizations that the ordinance suggested by the Federal Securities Administration <br />would answer this need." <br /> <br /> On motion adjourned. <br /> <br />Approved - <br /> <br /> President. <br /> <br />se <br /> <br /> <br />
