<br /> Notion of Mr. Houghton to suspend the rules to hear from Mr. Lawler cf the Cavalier
<br />Shipping. Core, ny, was adopted.

<br /> Mr. Lawler spoke requesting permission for this ship to be all~wed to dock in Pinners
<br />Point.

<br /> Notion of Mr. Houghton that the City Manager be authori~ed to issue a permit for same,

<br /> ;2nd- ~"I submit the attached resolution regarding amount to be turned over to the City
<br />Collector by the Clerk of the Civil end Police Court, and recommend its adoption."

<br />"Be it Resolved By the ~.ouncil of the City of Portsmouth, Virginia, that the Clerk
<br />of the Civil and Police Court of the City of Portsmouth and/er ~he Civil and Police
<br />Justice of said Court be and he is hereby directed to pay to the City Collector
<br />of the City to be covered into the General Funds of the City, the sum of $553.50
<br />in the Depository Bond Account and the sum of $3,56~.O9 in the Deferred Credits
<br />Accuunt as sho~n in the report of J. Gordon Bennett, Auditor of Public Accounts
<br />~ade for the City of Portsmouth under date of October 16, 1952."

<br /> On motion of Mr. Weiseman, said resolution was adopted.

<br /> 3rd - "I am submitting -a map indicating the location of/number of directional signs
<br />with requests from the Superintendent of the Norfolk County Ferries mud the Superintendent of the Elizabeth River
<br />Bridge and Tunnel Commission that they be permitted to install the signs.
<br /> I recommend that permission he granted to install a l~m~ted number of direc-
<br />tional signs directing traffic to the facilities enumerated above and that the location of the signs be approved
<br />by the City Manager."

<br /> Motion of Mr. l~eiseman to concur in the rece~endation of 'the City Manager was adopted.

<br /> ~th - "I submit herewith the attached letter from X. D. Murden, requesting that L.B.
<br />Carroll, Chief Engineer, Godwin Street Pumping Station, he retired effective July 15th, 1952. tn fixing his re-
<br />tirement pay, Social SeCurity payments will be taken into consideratio~
<br /> I concur in Mr. Murden's res~mnendation."

<br /> Motion of Mr. Howard that Mt. Carroll be retired at half pay, which will Be c~ the bas.~
<br />of $2100.00 per year, was adopted.

<br /> 5th - "I submit the attached letter and agreement for the construction of a ~ater mai~
<br />under the Atlantic Coast Line tracks on Hunter Street, Suffolk, and recommend that the proper city anthorities be
<br />directed to 'execute the same for end on be half of the City."

<br /> Motion of Mr. Howard that the proper city officials be authorized to sign the agree-
<br />ment, was adopted.

<br /> 6th - "As provided by the Charter and City Code of Portsmouth, Virginia, I sm report-
<br />ing the appointment of Robert T. Trafton as Acting Superintendent of Electrical Affairs., effective July l, 1952,
<br />to succeed G.F. ~atthews, retired."

<br /> 7th - "I submit the attached letter from Welton, Duke ~.ud Hawks, concerning the City
<br />Treasurer's ~ond. ! recommend that the 0ouncLl concuu~ in the recommendation of the Auditor of Public Accounts."
<br /> Attached - "You will recall that last April we executed a bond on behalf of Nr.A.E.Parker, City
<br />Collector, in favor of the City of Portsatouth, the bond having been issued in the United States Fidelity and
<br />Guaranty Company.
<br /> Shortly after issuing the bond, the Company wrote us and requested that we secure a
<br />copy of the last audit of Mr. Parker's accounts. Mr. Parker furnished us with a copy of the audit which was made
<br />By ~r. F.B. Hill~ and we sent this to ~he Company. La,er, when the audit which was-made By the State Auditor of
<br />~blic Accounts was available, they requested that we sen~ them a copy of this. ~e secured a copy from Mr. Parker
<br />~nd san% it to the Compamy with a request that they return i% when they had finished with it. We have now returned
<br />it to ~4r, Parker and we are inclosing herewith a copy of a letter which we received from the Company in connectic~
<br />with this audit.
<br /> We particularly call your attention to the paragraph relative to the .Oit~' Tr.e~a~s~u~e~r~
<br />receiving and disbursing the ~£ty school funds., We are now Surety on ~rs. Hudgins~ ~ond to the ex~en~
<br />but these bonds run to the Commonwealth of Virginia and we have always understood that they covered solely her
<br />accountability for state tax collections. She has always maintained that she handled no city funds. ~e are of
<br />the opinion, however, that the school funds must he city funds _and, if true, we believe that Mrs. Hudgins should
<br />bonded to the City of Ports~uth.
