<br />At a regular meetin~ of the City Council, held on July 22nd, 1952, there were

<br />Fred A. Duke, George L.Grimes, Carl C. Houghton, Jr., R. Irvine Smith,
<br />E. R. Sturtevamt, C. E. Warren, H. Earl Weiseman, Pearle J.Wilson,
<br />I. G. Vass, City Manager, and R. C. Barclay, City Attorney.

<br />The following reports from the City ~nager were read:
<br />
<br /> 1st - "I attach hereto a letter from T. A. Ba~,Jr., Chairman, Board of Deacons of
<br />the Court St. Baptist Church and reco~m~md that during Church service on Sundays that the Community buses be
<br />given authority to operate their buses over High St., from Court to Crawford, making a left turn on Crawford St.
<br />thence on %othe~place of destination."

<br />Notion of Hr. W~iseman te:eoncur..in' the recemmendati~ of.~the City Manager, was
<br />
<br /> 2nd - "I submit bids received for the construction of the Division Eh-Clifford
<br />Street Pumping Station and recommend that the iow bid of the Vanguard Construction Corporation ~n the sum of
<br />$91,56~.00 be accepted and approved and that the proper city authority be authorized and directed to e~ter into a
<br />con~ract with the Vanguard Construction Corporation for the constr~ctien of the pumping station."
<br />
<br /> Notion of Nr. Houghton that the ~ontract be awarded the Vanguard Construction Cor-
<br />poration and that the proper authorities be authorized to sign the ?ontra~ct, was adopted.
<br />
<br /> 3rd - "I reeommend that the attached amendment to the License Tax Ordinance be
<br />placed on its first reading."

<br />Motion of Mr. Houghton to place the following ordinance on its first reading, was
<br />
<br />"AN ORDINANCE TO AMEND SECTION 5 OF CHAPTER III OF THE LICENSE TAX
<br />ORDINANCE OF THE CITY TO IMPOSE A TAX ON MERCHANTS SELLING MERCHANDISE
<br />BY USE OF COIN-0PERA~ED VENDING I~ACHINES.,
<br />
<br /> ~th - "I recommend that the sum of $100.O0 be appropriated for a full page ad
<br />vertisement in the Portsmouth Bicentennial Program."
<br />

<br />Notion of Hr. Weiseman to appropriate $100.00 for said purpose was adopted and By

<br /> 5th - "I submit the attached letter fr~m A. E. Parker, City Collector, and recom
<br />mend that the Ce~ncil take proper action concerning Hr. Parker's request."
<br />
<br />Attached - "Our collection Saturday was over $71,000.00 of which over $5,000.00 was in cash.
<br /> I am verymch concerned about leaving amy such amount of money in the safe over
<br /> a week e~d. I do not believe [have authority to use the night depesitory without
<br /> the approval of the Council, as I can not get a receipt for the money.
<br /> If it meets with your approval, I request that you ask the Council to pass a
<br /> resolution giving me authority to use the night depositorywhennecessary. If this
<br /> approval is given, it is m~ intention whenever used to have two people take the
<br /> money to the bank and put it in the depository."
<br />
<br /> Motion of Mr. Warren that the City Collector be authorized to use the night de -
<br />pesitories with proper police escort, was adopted.
<br />
<br /> 6th - "I submit the attached letter and print from W.F. ~mith, Urban Engineer,
<br />Department of Highways and recommend that the City of Portsmouth aDprove the suggested new route referred to in
<br />the letter,provided it meets the approval of the City of Norfolk and the Elizabeth River Tunnel Co~esion."

<br />Motion of Mr. Smith to concur in the recommendation of the City Manager, was
<br />
<br /> 7th - "I submit a copy of the Norfolk County Platting Ordinance which has been
<br />tentatively approved by the Beard of Supervisors of Norfolk County in ~/~ich they request the approval of the
<br />Council of the City of Portsmouth.
<br /> I have read this ordinance and have also presented it to the City Enginee
<br />and City Attorney for their consideration, amd we are of the opinion that it should be referred to the City
<br />Planning Co~m4ssion for their consideration and report."
<br />
<br />Motion of Mr. Narren to refer to the Planning and Zoning Commission, was adopted.
<br />
<br /> 8th - "I submit the attached letter from Sergeant Glover to the Chairman of the
<br />Compensation Board, Richmond, Virginia, requesting a part time employee as a Deputy Jailor at a salary not to
<br />exceed $8.00 per diem and the total se~_ces shall not exceed four months inany one year. I concur in the re-
<br />quest of the City Sergeant."

<br /> Notion o f Mr. Grimes that the City authorities be authorized Se employ a par~-ti~
<br />deputy jailer at a salary not to exceed $8.00 ~er diem, was adopted.
<br />
<br /> 9th - "I submit a roper% from the State Auditor on the audit of William Hedges
<br />Baker, Clerk of the Hustings Court."
