<br /> At a Regular Meeting of the City Council held on Tuesday, March 25, 1997,
<br />there were present:
<br />
<br /> Mayor James W. Holley III, Bernard D. Griffin, Sr., James T. Martin, Cameron
<br />C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn Ill, Ronald W: Massie, City
<br />Manager, G. Timothy Oksman, City Attorney.

<br /> Councilman Pitts opened the meeting with prayer whicl~ was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a
<br />Called Meeting on March 10,1997; a Regular Meeting on March 10, 1997; a Called
<br />Meeting on March 11, 1997; a Regular Meeting on March 11, 1997; a Called Meeting
<br />of March 18, 1997; and was adopted by unanimous vote.

<br />· A Virginia General Assembly Resolution presented to B. Odell Benton, Retired
<br /> Portsmouth Fire Chief, by the Honorable William S. Moore, Jr.
<br />
<br /> - PUBLIC HEARING -
<br />
<br />97 - 90 - Joint public hearing with the City Planning Commission on the
<br />recommended 1997-2002 Capital Improvement Plan.
<br />
<br />1. Martin Smith-Rodden, 1731 Barron Street, requested new fencing for the Oak
<br />Grove Cemetery.
<br />
<br />2. Matthew Shirk, 1618 A Street, provided information on new fencing for the Oak
<br />Grove Cemetery,
<br />
<br />3. Peggy McKay, 1604 Ann Street, requested new fencing for the Oak Grove
<br />Cemetery.
<br />
<br />4. Raleigh Harsley, 2124 Peach Street, spoke on expanded sidewalks in the Brighton
<br />Community.
<br />
<br />5. William Copeland, 2107 Staunton Avenue, spoke on the conditions and lack of
<br />fencing at black cemeteries.
<br />
<br />6. Elijah Sharp, 702 Hancock Avenue, requested the completion of the Cavalier
<br />Manor ditch.
<br />

<br />97- 41 - Rezoning and use permit:
<br />
<br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following
<br />ordinance, approved on first reading at the March 11, 1997 Public Hearing meeting,
<br />and was adopted by the following vote:
<br />
<br />97-41 (a):
<br />
<br /> "ZONING AMENDMENT ORDINANCE Z-96-12B."
