September 23rd, 1952. City did participate by employing the firm of Harrison Ballard aud Allen to bring up to date the Harlamd Bartho- lomew Planning report. Since this work has been completed, I am of the opinion that the City Planning Commission is 'in need of technical services to e~able them to properly function, and at the present time since the work of the Housing Authority' and that of the City is.S& closAly associated in the field of planning, it w~Ald be in the interest of the City to join with the H,asing Authority in this'program rather than at the present time employ a f~ll time Planning Engineer. I recommend that an appropriation in the sum of $5,000.00 be placed on its first reading for the purpose of employing technical personnel for the Planning Commission." Motion of F~r. Hawks to concur iu the reconm~ndation of the City Manager and that he be authorized to transfer $5,000.00 from the Contingent Fund to the. Pla~hi~_ng and Zoning Commission, was adopted ~th - "l submit the attached letter from the Compensation Board to Kenneth A.Bain wherein the Board has approved an increase in the salary of Nfs, Lilliau E. Brenau, Clerk in Mr. Bain's office, in the sum of $20.00 per month. I recommend that the sum of $190.00 be transferred ~from the Contingent Fund to meet the payment of this salary for the remainder of the fiscal year." Motion of Mr. Howard to concur in the reconunendation of the City N~nager, was adopted. - UNFINISHED BUSINESS - An appropriation of $6~O.00, the City of Port~outh's share in the intervention in the Chesapeake & Potomac Telephone ComDany rate case, placed on its first reading at the last meeting, was takea up. Motion of Mr. Wilson to appropriate $6~O.00 for the said purpose was adopted, and by the following vo~e: Ayes: Nays: Duke, Grimes, Hawks Houghton, Howard, Lawrence, Smith, Sturtevant, Warren, Wilson None - NEW' BUSINESS - The- foll~gletter frem the City Clerk and Auditor was read: eat the meeting of August 26th, you authorized the refund of $20~.O5 to Mrs.James Shannon, widew of Captain Sh~unon; this smount representing one-half the amount paid into the Pension Fund by Captai~ Shannon. She has requested that she be refunded the full mnount. Since Captain ~hanuon had more than twenty-five years of service, he is entttted to the i~,1t amount. Please authorize an additional refund of $20~.06 to Nfs. 'Shannen." ~tion of ~Ir. Wilson that au additional refund of $20~.O6 be granted, was adopted The follewing letter was read: "~6e,the residents and taxpayers of the 800 block of Sco~t St., and vicinity thereof, do urgently request you to curb and pave Scott Street.' Necessary repe~rs have not been made on this street for several lye ars while other streets nearby were resurfaced only recently. There is a heavy flow of'traffic on this street at all t~es, and it, being in the deplorable condition that it is, adds ~ch to the discomfort of the residents.
