Barclay, City Attorney. <br /> <br />Minutes of the regular meeting held on September 9th, 1952 w~re read and approved. <br /> <br /> The foll~ing reports from the City Manager were read: - <br /> \ <br /> ~ let - "At your last meeting I submitted to you ~ list of certain parcels of real estate <br />which it is necessary for the City to acquire in order to ~iden the Gosport Road to a width of eighty feet before <br />~the road can be paved end the contemplated ~mDrovaments made. In compiling the list, errors were made in the <br />amounts set apart for four of the parcels and I desire to correct these errors and I have again listed the <br />four parcels below. <br /> I respectfully request authority to offer to the owners end tenants of the land <br />needed to widen the road the amounts fixed by the appraisers as proper compensation for the land and d~m~ges to <br />their property. Parker 107.60 <br /> <br /> In addition to the parcels of land listed above and ~.hose included in the <br />list submitted at the last meeting of the City Co~rmil, I request authority to offer to the several owners of <br />the land needed to widen the Gosport Road and shown on the above-mentioned map the sumsof money f/xed by the <br />appraisers as com~ensstion and damages to the owners and tenents, and in the event the offers are not accepted <br />or the City is otherwise unable to acquire the land, I request that the City Attorney be instructed to in~e - <br />diately institute condemnation proceedings for acquisition of the land." <br /> <br />Motion of ~r. Grimes to concur in the recon~andation of the City N~ager,was adopted~ <br /> <br />2nd - "I suhait the attached Resolution and recommend its adoption." <br /> <br />Resolution - <br /> <br />On motion of Mr. Grimes, said resolution was adopted. <br /> <br />"Be it resolved by the Council of the City of Portsmouth, Virginia <br />that in the event the owners end/or tenants of the freehold of the <br />land needed by the City to widen the Gosport Road, as shown on the <br />map prepared by the State Highway Department, do not accept the of- <br />fers of purchase as are authoriaed to be submitted by the City Nen- <br />ager of this City, or if the cons ent to ac~ire the land can not be <br />obtained because of the incapad~ty of the owners or one or more of <br />them, or because the owners are unknown or can not with reasonable <br />diligence be found within this State, that the City Attorney be and he <br />is hereby instructed to immediately institute condenmation suits for <br />the acquisition of the land of such owners or tenants." <br /> <br /> 3rd - ,I submit the attached resolution from the Planning Co, lesion which reads as <br />follows: <br /> The Planning Conm~ission respectfully recommends that the Honorable City Council <br />approve engaging the services of a Planning Engineer. In this connection, the Chairman of the Portsmouth Re- <br />development and Housing Authority has discussed the possibility of using the Planning Engineer of the Housing <br />Authority Jointly dividing his time equally between the Housing Authority and the City. <br />This ma~ter was brought to m~ attention during the time that Mr. Fay was the <br />Emgineer for the Housing Authority, but at that time the City had no i~mdS available for this purpose, but the <br /> <br /> <br />
