<br /> Minutes of regular meeting held on September 23rd, 1952 were read end approved.
<br /> The follOWing letter from the Planning and Eoning Commission was read:
<br />
<br /> "At the last reg-alar meeting of the Planning and Zoning Commission, held October
<br />the following applications were considered. The Commission respectfully submits their recommendations for your
<br />approval.
<br /> 1. Roy Harvey to subdivide 1.72 acres cf land, beginning O feet west from
<br /> Utah Street, fronting 242,82 feet on the south side of Airline Turnpike
<br /> be approximately 35?.63 feet deep, into 10 building sites be dmuied. -
<br /> 2. L. E. Baker to rezone lots 29 end 30, block 18,' beginning 0 fee~ north
<br /> from Nelson St., fronting 50,5 feet on tde west side of Washington St., by
<br /> 105 feet deep, from Two Family, Class "C" to Commercial Class "G" be deferred
<br /> to the next regular meeting."

<br /> Motion of Mr. Houghton to concur in the recommendation of the Plamaing Commission, was
<br />adopt ed. ~/~ ~
<br /> Mr. H,~ghton, rePOrting for the Bicentennial Committee, stated that the $10,000,00 ad-
<br />venced by the City to the Bicentennial Committee, had been repaid.

<br /> Notion of Nr. Howard that Mr. Houghton be given a rising vote of thanks for his splendid
<br />work as chairmau of the Bicentennial co~w~ittee,was adopted.

<br />The following reports fr~m the City Menager were read:
<br />
<br /> 1st - "Pursuant to your authorization to advertise for sale the property at the north-
<br />east corner of Elm Avenue and Randolph Street, I submit the report as follows:
<br /> The property was offered for sale at twelve o'clock noon on October 8th, 19~2,
<br />and the only bid received was that of the Trustees of the ~,m Avenue Methodist Church in the sum of $~,500.00.
<br /> I recommend that the property be sold to the highest end only bidder with the
<br />restrictions tu the ~eed as advertised, and that the proper city officials be entho~ized to execute the deed for
<br />end on behalf of the City."

<br /> Notion of Hr. Lawrence to concur in the recommendation of the City Manager end that the
<br />proper city officials be authorized to execute the deed, was adopted.

<br /> 2md - "I herewith on, mit an ~mendme~t to the City Code and recommend its adoption."
<br /> Notion of Nr. Sturtevent to refer to a committee was adopted.
<br />
<br /> The Chair appointed the follewLug committee - Messrs. Hawks, Sturtevant ar~ Lawrence.
<br />
<br /> 3r~ - "I am submitting the attached letter from the Commission of Game and ~nlaud
<br />Fisheries and a copy of a proposed contract or agreement between the Commission and the City of Portsmouth, and
<br />recommead that the City Manager be authorized end directed to execute the contract for and on behalf of the City
<br />of Portsmouth."
<br /> Motion of Mr. Smith that the City Manager be authorized to sign the contract end that
<br />the Game warden receive the same salary as the City has been pa~ing him~ was adopted.
<br />
<br /> ~th - "I Submit an agreement in duplicate for lease of land to the City of Portsmouth,
<br />Virginia, by the Seaboard Air Line R~ilr~ad Company to be used as part of a playground adjacent to the Dale Homes
<br />property owned by the City of Portsmouth a~d~abutting on Columbus Avenue. I recommend that the Mayor be autho-
<br />rized end directed to sign the agreement on behalf of the City of Portsmouth and that the City Clerk attest the
<br />same and affix the City's seal thereto."

<br /> Notion of Er. Grimes that the ~Layor be authorized to sign the agreement and the City
<br />Clerk ~ttest and affix the seal, was adopted.
<br />
<br /> 5th - "I submit the attached letter from Attomey Da~widR. Lev/n, requesting a refund
<br />in the sum of $29.00 representing the fiue and cost paid in the Civil end PoliCe Court of Portsmouth. I recom-
<br />mend the refund be granted."
<br />
<br /> Notion of Mr. Howard that a refund of $29.00 be Eranted, was adopted.
<br />
<br /> 6th - "I submit the attached letter from Attorney John A. MacKenzie, requesting a re-
<br />fund in the sum of $29.00 representing fine aud cost paid in the Civil and Police Court of Portsmouth. This is
<br />for your consideration."
<br />
<br />Motiax of Mr. Houghton that a refund of $29.00 be granted, was adopted.
<br />
<br /> 7th - "AS provided by the Code of the State of Virginia, the City Tre~urer turned over
<br />to the City Collector all school funds as of September 30, 1952. It is my understandingthat the amount was ap -
<br />proximately $~00,000.00. I am reporting this to you for your consideration with reference to bhe amount o f bond
<br />you desire to have the City Collector provide fort he a~ditional funds now held by him."
<br />
<br />Notion of Mr. Bilisoly to refer to the City F~nager was adopted.
<br />
<br /> 8th - "I am attaching a letter and report from L. McCarthy Downs, Chairman of the Com-
<br />pensation Boar~ in reference to the Compensation Board meeting to fix salaries and expenses of the Co~onwealth
<br />Attorney, ~ommissioner cf Revenue, andCity Sergeant."
