<br /> ~th - "I am submitting for your consideration the question of duarEes for the treatment
<br /> of sewage emanating from the Hampton Roads Sanitation District Commission.
<br /> The City of Portsmouth has presented invoices to the Commission and they have
<br /> jected to some of the charges made and have suggested that the matter be referred to the State Corporation Co~&s-
<br /> smon for the purpose of establishing the proper cost that.the Commission should pay the City.
<br /> Since it appears that bhe City and the Com~ssion can not reach an agreement on
<br /> this item, I recommend that the City Manager be authorized and directed to employ such qualified assistance neces-
<br /> sary to prepare and present our.case to the StateCorporation Commission.
<br /> The only other recourse that I see for the City is to armex the entire territo~
<br /> served by the Sanitary District Co~ esion that now empties sewage into the City system.
<br /> I am submitting this for your consideration."

<br /> 5th - "I am submitting the attached letters from the Elizabeth River Tunnel ~0mmission
<br />requesting that they be granted permissio~ to cancel the bond in favor of the City of Portsmouth in the s~ount
<br />$100,000.00. So far as I have been able to ascertain from the departments, all of the claims against the Tunnel
<br />Con~ission for d~mage or otherwise have been settled that have occurred up to the present time.
<br /> If the bond can b e released without releasLng the Commission itself from any
<br />damages that may occur due to the construction of the tunnel, I recommend the bond be relieved."

<br />of Cemetery Trustees which shall be composed of the Mayor, City Auditor, City Collector and two members of City
<br />Council. I recommend that the two members of Council be elected to complete the Board of Trustees for the ceme-
<br />teries."

<br /> 8th - "I submit for your consideration, the attached letter ~nd report of the Utilities
<br />Con~ittee of the League of ViMginia Municipalities on the Chesapeake and Potomac Telephone Company Rate Case."
<br />
<br /> Attached - "Following a meeting of the Utilities Committee, yesterday, I was directed to send to
<br />each ~ember of the Committee a Copy of two statements regarding the Chesapeake and Potomac Telephone Rate CaSe,
<br />~ich statements are inclosed herewith.
<br /> You will note that the Company's request for something over $~,300, O00. of additional
<br />gross revenues was reduced to $2,950,000., and in additio , of course, the delay from the time of the Company's
<br />petition to the date of the fixing of the new rates, saved the telephone subscribers hundreds of thousands of
<br />dollars.
<br /> The possible advisability of appeal was comsidered by the Committee and after studying
<br />the two enclosed statements, the Comaittee would appreciate your advising us as promptly as possible, (1)whether
<br />you as a member of the Committee vote for or against appeal, and (2) if favorable, whether your municipality or
<br />county would probab!ybe willLugto contribute to the cost of appeal at the rate of sixty per cent of the amount
<br />
