<br />sider the amendment to Section 6-19 of th~ Code of the City of portsmouth, as presented by City ~ianager I.G.Vass,
<br />begs to submit the following report -
<br /> We met with ~Ir. Vass and Mr. Car!ey, Superintendent of Olive Branch Cemetery, and
<br />discussed the matter at length. We also made a~study o~ the fees levied by other cities in Virginia, md after
<br />weighi~ all factors involved, we recommend that the following schedule of prices be established for work in the
<br />seversl cemeteries in the City, eff~ective Jauuary !st, !95~.

<br /> "The Portsmouth Transit Company hereby respectfully requests the Council of the City
<br />of Portsmouth to amend Section 16-15, Article II, Chapter 16 of the Cede of the City of Portsmouth regulating mote
<br />buses, under which this Company operates its motor bus transportation system in the City of Portsmouth, in or, er
<br />to provide for an increase in the rate of fare as stipulated in the present ordinance.
<br /> The present rates of fare, which h~ve been in effect since February 18, 1951, are

<br /> This proposed increase in fares is necessary to enable the Company to meet its
<br />operating expenses, provide for depreciation and tab. es, and produce a reasonable return on the investment in the
<br />Company' s property.
<br /> The impact of the Kor~anWar on the national economy, which has been directly re-
<br />flested in our Company's operating expense and tax burden, has been the principal cause of our present difficul-
<br />ties. In order to meet the increased cost of living, it has been necessary for our company from time to time to
<br />grant its employees very substantial increases in their salaries and wages, so as to keep their rate of compensa-
<br />tion reasonably in line with the salaries and wages paid in this area for comparable services.
<br /> Contrary to the general business in the area, our Company is at the present time
<br />experiencihg a decline in revanue passengers. After an e~haustive study of the situation, it is apparent that
<br />the increased burdens which this Company must bear during the coming twelve months will result in a deficit in ou
<br />operation unless we are granted immediate fare relief. Our studies also indicate that the'increase in fares re-
<br />quested is necessary to enable the ~Company to continueto furnish the people of Portsmouth a high quality of
<br />transit service. We are prepared to give your honorable body all pertinent information required and, inview of
<br />the urgent need forimmediate relief which we believe is apparent, we respectfully request your prompt and favor-
<br />able consideration of the requested amendment.
