Barclay, City Attorney. <br />Minutes of regular meeting of October lath, 1952 were read and approved, <br /> <br /> Reports of Committees: <br /> The following report from the Committee on Cemeteries was read: <br /> "Your Committee appointed at the meeting of the City Council on October l~th, to con - <br />sider the amendment to Section 6-19 of th~ Code of the City of portsmouth, as presented by City ~ianager I.G.Vass, <br />begs to submit the following report - <br /> We met with ~Ir. Vass and Mr. Car!ey, Superintendent of Olive Branch Cemetery, and <br />discussed the matter at length. Robie Sturtevant <br /> Edgar Wo Lawrence." <br /> <br /> On motion of Mr. Hawks, the following ordinance was placed on its first reading: <br />,AN ORDIN~{CE TO -~N~ SECTION 6-19 OF ~qE CODE OF THE GIT~ O~ PORTS~OUTH, . <br />VIRGiNL~, 1951." <br /> <br /> The following reports from the City ~anager were read: <br /> 1st - "I submit a report and letter from the Portsmouth Transit Company for your <br /> <br />consideration." <br /> <br /> Letter - <br /> "The Portsmouth Transit Company hereby respectfully requests the Council of the City <br />of Portsmouth to amend Section 16-15, Article II, Chapter 16 of the Cede of the City of Portsmouth regulating mote <br />buses, under which this Company operates its motor bus transportation system in the City of Portsmouth, in or, er <br />to provide for an increase in the rate of fare as stipulated in the present ordinance. <br /> The present rates of fare, which h~ve been in effect since February 18, 1951, are <br /> <br />as follows: <br /> <br />follows: <br /> <br />Cash fare ................ 105 <br />8 tokens ................ 705 <br />~0 school tickets .......... $1.50 <br /> <br />l~ne amendment requested would substitute for the existing fares a fare schedule as <br /> <br />Cash fare ................. 125 <br />5 tokens ......... 555 <br />school ........ <br /> <br /> This proposed increase in fares is necessary to enable the Company to meet its <br />operating expenses, provide for depreciation and tab. es, and produce a reasonable return on the investment in the <br />Company' s property. <br /> The impact of the Kor~anWar on the national economy, which has been directly re- <br />flested in our Company's operating expense and tax burden, has been the principal cause of our present difficul- <br />ties. In order to meet the increased cost of living, it has been necessary for our company from time to time to <br />grant its employees very substantial increases in their salaries and wages, so as to keep their rate of compensa- <br />tion reasonably in line with the salaries and wages paid in this area for comparable services. <br /> Contrary to the general business in the area, our Company is at the present time <br />experiencihg a decline in revanue passengers. After an e~haustive study of the situation, it is apparent that <br />the increased burdens which this Company must bear during the coming twelve months will result in a deficit in ou <br />operation unless we are granted immediate fare relief. Our studies also indicate that the'increase in fares re- <br />quested is necessary to enable the ~Company to continueto furnish the people of Portsmouth a high quality of <br />transit service. We are prepared to give your honorable body all pertinent information required and, inview of <br />the urgent need forimmediate relief which we believe is apparent, we respectfully request your prompt and favor- <br />able consideration of the requested amendment. <br /> Respectfully yours, <br /> <br />W.G. ~omack, Vice President and General Manager. <br /> <br /> ~otion of Nr.
