<br />At a regular meeting of the City Council held on November ~th, 1952, there were present:

<br />Minutes of regular meeting ef October 28th, 1952 were read and appreved.

<br />Reports.of Committees:

<br /> Th~ Transportation Committee - Mr. Howard reporting for the Transportation Committee, recom
<br />mended that a taxi stand for three taxicabs be established at the Tunnel Plaza, the exact location to be designate~
<br />by the City M~uager, and on motion of Mr. Howard, this recommendation was approved.
<br />
<br />The following reports from the City Manager were read:

<br /> tst - "I submit the attached agreement in duplicate between the City of Portsmouth and the
<br />Chesapeake ~nd. Petemac Telephone Company for a right of way for a telephone line in Nensemond County and recemmend
<br />that the proper City officials be authorized and directed to execute the some for and on behalf of the City of
<br />Portsmouth, Virginia."

<br />and that an appropriation of $1,000.00 for said purpcse be placed on its first reading. ~'

<br />and that an appropriation of $1,000.00 for this purpose be placed on its first reading, was ~dopted.

<br /> 3rd - "I submit the attached letter from A. E. Parker, City Co~llector, aud reco~end that the
<br />City Auditor draw a check in favor of Mr. Parker for the sum of $50.00 which fer the purpose of book-keeping w~
<br />represent a refund of the licenses applied for by James Binford Thompson,Jr.
<br /> This will enable the City Collector and the City Auditor to b al~ce their accounts."
<br />
<br /> Motion of F~. Grimes that the City Auditor be authorized t~ draw a check to ~ir. Parker in the
<br />ameunt of $50.00, was adopted.
<br />
<br /> ~th- "Pursuant to a resolut{sn of the City Council, I advertised for sealed bids fer the s~le
<br />/of the City ~rket Building, bids to ~e received at l~ o'clock ~oon, November~ 7th, 1952. I regret to advise you
<br /> that no bids were received for the purchase of the ~mlding .
<br /> I recen~end that property at London and EffinghamSts. be leased, provided the State
<br /> and U.S. Government will pay fifty per cent of the cost for the Welfare Department, and that the old fire station
<br /> at Glasgow aud EffinghamSts. be rased ~nd all usable material salvaged."

<br /> Motion o f Mr. H~ward to ~oncu~ in the recommendation of the City Manage~ was ad~pted. ·

<br /> 5th - "I submit the attached letter from the City Dental Clinic And' recommend that the City
<br /> concur in the request of the Dental Clinic for an increase in the salaries of Dr. Rhodes and Jessie ~L~e Brown and
<br /> that the City F~nagen be authorized and directed to direct the City Auditor to transfer from the Contingent Fund
<br /> to the Dental Clinic Budget the necessary amounts for the remainder of this i~scal year which would be $300.00 for
<br /> the Dentis and $180.00 for the Clerk."

<br /> Motion of Nr. Ho~ghton to concur in the recommendation of the City Manager~d~ ~h~t the City~
<br /> Auditor be autb~ized %0 transfer funds, was adopted.
<br />
<br /> . 6th - ~At a previous meeting of the Council, you authorized me to e~loy the necessaryassis-
<br /> tance t~ prepare and present the city's case before the State Corporation Commission t o fix the charges to be made
<br /> by the City to the Hampton Roads Sanitation Commission for the treatment of sewage emanating from the District.
<br /> I am rep~rting ths~ I have arranged with the firm of Greeley and Hansen to do the engi -
<br /> neering work a~d if I find it essential, I w~tl secure the servm~ees of an auditing~firm..

<br /> 7th - "As provided by the City Charter and Code, I am'reportLng that I have employed G. C.
<br />Roberts as Superintendent of theTrash and Garbage Collection and Disposal System of the City, effective as of No-
<br />vember l, 1952."

<br /> 8th '- "I am presenting a request from Wm. Hedges Baker, Clerk of the Court of Hustings, for
<br />increases in salary for deF~ties in his office, effective January 1st, 1953. I do not concur in the recommenda-
<br />tion of Mr. Baker at this time."
<br />
<br /> Motion of ¥~. Houghton to concur Ln the recommendation of the City F~uager, ~s adopted.
<br />
<br /> 9th - "I submit the attached report from the Retirement Board of the Police aud Fire Depart-
<br />ments recommending that J. J. Green, Engineer in the Fire Department, be retired because of Physical disability.
<br /> I concur in this recommendation that Mr. Green be retired on a temporary basis of 50%
<br />of his salary sUbjeCt to adjustment to the plan of permanent retirement now beiug developed by the City Council."
<br />

<br /> Motion of Mr, Houghton that the City Manager be authorized to attend the AmericenMunicipalCon-
