<br /> Minutes of regular meeting of November 25th, 1952 were read and approved.
<br />
<br /> ~Lr. Howard, reporting for the Transportation Committee, made a motion that the rules
<br />be suspended to adopt the following ordinance:
<br />
<br />"AN ORDINANCE TO AMEND AND REORDAIN SECTION 16-1& OF ARTICLE II
<br />OF CHAPTE~ 16 OF Thee CODE OF TP~ CITY OF PORTSMOUTH of 1951 RELATING
<br />TO RATE~ OF FARE FOR _~NTEAURBAN BUSES"
<br />
<br />On motion of ~r. Howard, sai~ ordinance was adopted, and by the following vote:

<br />Ayes: Duke, Bilisoly, Grimes, Hawks, Houghton, Howard, Lawrence,

<br />Nays: None
<br />
<br />The following reports from the City Eanag~$~e read:
<br />
<br /> 1st - "I submit th~ attached report from the Consulting Engineers,Greeley and H~nse~
<br />and the Director of Public Works, F.J. Bergeron, on the bids received for lateral sBwers, and recommend that the
<br />contract be awarded to the l~ bidder for all divisions, A.G. Pinkston~ Company at their low bid in the smount of
<br />$1~032,444.00 and th~tthe proper officials be authorized and directed to execute the contract with said company
<br />for the execution of the work when the City Attorney has approved th~ contract as to form and legality."
<br />
<br /> ~otion of N~. Houghton that the cbntract be awarded to A.G. Pinkston Company and that
<br />the proper city officials be authorized to sign the contract, was adopted.
<br />
<br /> 2nd - "I submit a negotiated water service contract between the United States of
<br />America and the City of Portsmouth, for the extension of water mains and for use of water by the Government and I
<br />recommend that the proper city officials he authorized to execute the contract for and on behalf of the City of
<br />Portsmouth and to affix the City seal thereto."
<br />
<br /> Motion of Mr. Hawks to concur in the reco~endation of the City ~nager and that the
<br />proper city officials be authorized to sign the contract, was adopted.
<br />
<br /> 3rd - "t submit the attached letter from the League of Virginia Municipalities
<br />concerning the 1953 League convention. This is for your consideration."
<br />

<br /> ~th - "The officials of the C~ty of Portsmouth and of the Hs~.p~n.Roads ~anit~tion
<br />Dist~ct Commission have been unable to agree on the amount{that the City shall charge the Dmstrmct Commissmon
<br />have been unable to agree on the amountSthat the City shall charge the District Commission for the treatment of
<br />sewage emanating from the District.
<br /> I therefore recommend that the City join with the Sanita~yDtstrict Comm~s-
<br />sion in requesting the State Corporation Commission to fix the amount to be charged as provided by the Code of
<br />Virginia."
<br />
<br /> Motion of Mr. Houghton that the City Manager be authorized to join with the ~anitary
<br />District Commission in requesting the StateCorporation Com~uission to fix the sewage rates, was adopted.
<br />
<br /> 55h - "I submit the attached letter and reporb from the Utility Committee of the
<br />League of Virginia Municipalities with reference to the rate case of the Chesapeake and Potomac Telephone Com~ny."
<br />
<br />On motion filed.
<br />
<br /> 6th - "I submit the attached letter from N.A.Butler, for your consideration. The
<br />amount involved is $?~.41."
<br /> Attached - "Having been separated from the city police force now about four years; after nearly five
<br /> years and nine months service, I humbly· request that you return the money which was taken
<br /> out for retirement during my service with the City of Portsmouth Police Department.

<br />Motion of Mr. Houghton that a refund of $7~.41 be granted, was adopted.
<br />
<br /> 7th - "t submit the attached letter from R. T. Trafton, Superintendent of the Elec-
<br />trical Department and recommend that the Council concur in his recommendation."
<br />
<br /> "As per your instruction a Sraffic count was made at the intersection of
<br /> Glasgow St. and McArthur Ave. The results were as follows:
<br />
<br /> 24 hour check on Glasgow St. - ...... 3850
<br /> 2~ hour check on McArthur Ave ...... 1~82
<br />
<br /> McArthur is a one way street with stop signs at Glasgow. The Police Department has no
<br />record of any accidents occuring at this intersection, and in the opinion of Lieut. Smith and myself, no traffic
<br />signal is needed at this i~tersection."
