January 8, 2002 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-01-24 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(c) Z-01-11 <br /> <br />WASHINGTON PARK NEIGHBORHOOD - The City of Portsmouth <br />seeks to rezone Washington Park and several adjoining properties <br />from Residential RM-60 to Industrial M-1-R at 1301-1415 Effingham <br />Street; 1306-1341 and 1400-1435 Seventh Street; and 1300-1515 <br />Green Street. The Comprehensive Plan recommends industrial <br />development of this area. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that Z-01-11 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(d) UP-01-27 <br /> <br />PORTCENTRE NEIGHBORHOOD - Portsmouth Redevelopment <br />and Housing Authority requests a use permit for an industrial <br />launderer facility at 1703 Seventh Street, 1801 Seventh Street, 500 <br />Lincoln Street, a portion of Sixth Street and a portion of Henry <br />Street located in the PortCentre Commerce Park. The <br />Comprehensive Plan recommends industrial uses for this property. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-01-27 be approved on first <br /> <br />(e) UP-01-29 <br /> <br />AIRLINE COMMERCIAL AND INDUSTRIAL CORRIDOR - <br /> <br />Woolpert, L.L.P. requests a use permit to operate a restaurant on a <br />portion of out parcel 2 at Victory Crossing (former Tower mall site). <br />The Comprehensive Plan recommends commercial development of <br />the site. <br /> <br />1. Karen Q. Bates, 5040 Corporate Woods Drive, Suite 120, Virginia Beach, spoke in <br /> support of the use permit. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-01-29 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />01 - 342 - Use permit and code amendment applications: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />resolutions and ordinance, approved at the December 11, 2001 meeting, and was <br />adopted by the following vote: <br /> <br />01-342(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO WEST SIDE CHRISTIAN CHURCH <br />TO OPERATE A RELIGIOUS FACILITY BASED CHILD CARE CENTER AT 535 <br />CHEROKEE ROAD. <br /> <br /> WHEREAS, West Side Christian Church has made application pursuant to <br />Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of <br />a use permit to expand and operate a religious facility based child care center (S.I.C. <br />835) at 535 Cherokee Road, Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> <br />
