January 8, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, January 8, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on December 10, 2001, a Called Meeting on December 11, 2001, and a <br />Regular Meeting on December 11, 2001, and was adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />02 - 07 - Public hearing on a proposed change in location of the voting place for <br />Precinct 38. <br /> <br />There were no speakers. <br /> <br />01 - 342 - Public hearing on a use permit application: <br /> <br />(d) UP-01-28 <br /> <br />DOWNTOWN NEIGHBORHOOD - Terrence Webb requests a use <br />permit to operate a restaurant at 233 High Street. The <br />Comprehensive Plan recommends commercial development of the <br />area. Deferred from the December 11, 2001 City Council meeting. <br /> <br />1. Reverend Leon J. Boone, 1414 Douglas Avenue, spoke in support of the use permit. <br /> <br />2. Herman A. Weaver, P. O. Box 541, spoke in support of the use permit. <br /> <br />3. John Bell, 1437 Pine Grove Lane, Chesapeake, spoke in support of the use permit. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to <br />UP-01-28 to the public hearing meeting of March 12, 2002, <br />unanimous vote. <br /> <br />defer consideration of <br />and was adopted by <br /> <br />02 - 08 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-01-22 <br /> <br />DOWNTOWN NEIGHBORHOOD - Christina Fulp requests a use <br />permit for an art gallery at 225 High Street. The Comprehensive <br />Plan recommends commercial development of this area. <br /> <br />1. Norma V. Jones, 1112 South Carrington Crescent, spoke in support of the use <br /> permit. <br /> <br />2. John Bell, 1437 Pine Grove Lane, Chesapeake, spoke in support of the use permit. <br /> <br />3. Christina Fulp, 507 Middle Street Mall, spoke in support of the use permit. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to defer consideration of <br />UP-01-22 to the public hearing meeting of March 12, 2002, and was adopted by <br />unanimous vote. <br /> <br />(b) UP-01-24 <br /> <br />WEST GROVE NEIGHBORHOOD - Edward A. Colden, Sr. seeks a <br />use permit to operate a family day care home at 533 Lenora <br />Avenue. The Comprehensive Plan recommends residential <br />development in the area. <br /> <br />1. Alberta Bailey, 203 Dixie Avenue, spoke in opposition to the use permit. <br /> <br /> <br />
