<br />Minutes of regular meeting of January 13th, 1953 were read and approved.
<br />
<br />Thefollowing notice of zoning changes and letter from the Planning Commission were read:
<br />
<br />"Pursuant to the provisions of the Zoning Ordinance, notice ishereby given that a
<br />public hearing will be held at 7:30 P.M., on .Tuesday, January 27th, 1953, in the
<br />~ouncil Chamber, Mtmicipal Building, Portsmouth, ¥ieginia, for the purpose of alter-
<br />lng zones and reclassifying the following property:

<br />Howard M. Skinner to rezone lots 30-31-32-33-34 ~nd 35 in block 21,
<br />beginning 115 feet south from South~t., fronting 30 feet more or
<br />less on the east side of Deep Creek Boulevard by 140 feet from Single

<br />'~t the regular meeting of the Planning and Zoning Commission, held in the Couhcil
<br />Chamber on January 8, 1953, the Planning and Zoning Commission considered the fo1 -
<br />lowing applications and respectfully submit their recommendations:
<br /> ~1. Howard M. Skinner to rezone l~ts 30-31-32-33-3~ and 35 in block21,
<br /> beginning ll5 feet south from South St., fronting 130 feet more or
<br /> less on the east side of Deep Creek Boulevard, by 140 feet from
<br /> Single Family, Class "B" ~o MultipleFamity, Class
<br /> The Co~mmission respect£ully recommends this plot of land be rezoned
<br /> from SingleFamily, Class "B", to TwoFamily, Class "C".
<br /> 2. Richard M. Edwards, to rezone 2103 Lansing Avenue, lots 21-22and 23
<br /> block 1S, beginning 29.5 feet south from PalmerSt~eet, fronting 75
<br /> feet on the east side of Lansing Avenue by 100 feet deep. from Single
<br /> family, Class ~" to Two Family, Class "C" be denied."

<br /> Motion of Mr. Grimes to concur in the recommendation of the Planning Commission, was
<br />adopted.
<br /> Nm. Houghton, reporting for the Committee on increased gas rates, recommended that the
<br />City Mnnager, City Attorney and a member of the Committee to go before the State Corporation Commission for fur-
<br />ther information concerning the increase in gas rates.
<br />
<br /> Motion of Mr. Smith that Mr. Houghton, the City. Manager and City Attorney be authorized
<br />go to Richmond to the State Corporation Commission, was adopted.
<br />
<br />The following reports from the City Mmn~gerwere read:
<br />
<br /> 1st - "I submit the attached agreement or contract between the City of Portsmouth and the
<br />Virginia Electric and Power Company for an easement over and across the proper~y owned by the City of Portsmouth
<br />at the Suffolk Water Plant, and recommend that the-.~yor be authorized and directed to execute the_agreement for
<br />and on behalf of the City of Portsmouth and that the City Clerk be directed to attest the same and affix the
<br />city's seal thereto."

<br />Motion of Hr. Bilisoly that ~he proper city officials be authorized to sign the agreement,
<br />
<br /> 2nd - "I submit the attached letter from Mrsl Lillie Lee Mason~ Secretary, Portsmouth Re-
<br />tail Merchants Association."
<br />
<br /> Letter - "The Board of Directors of the Portsmouth Retail Merchants Association at their regular
<br />monthly board meeting this morning requested that ~! write and compliment you on the action you took accommodating
<br />the Community Bus Company in removing several parking me,ers on Queen Street. The Board does no~ think it advis-
<br />able · o remove any more at this time.
<br /> The Board also wen~ on re~ord asking your support in carrying out the.law of. Sunday clos-
<br />in~ of all stores unless~.they have a legal right to remain open. it is understood that some of the furniture and
<br />T.V. stores in Norfolk are remaining open on Sunday, and they do not waht th_Ts to happen in Portsmouth. Your
<br />co-operation in these matters will he greatly appreciated."

<br /> 3rd ~ '~t a previous Council meeting, you referred to me the question of acquiring ad-
<br />ditional proper~y adjacen~ to the I.C. ~oreom High School on Chestnut St. I am reporting that the property has
<br />been a~praised for a total sum of $12,727.00. The assessed value of the proper~y is $6,510.00. I have discussed I
<br />this matterwith ~r. Alf,~.Mapp, Superintendent or.Schools, and~he is desirous of proceediug with the acquisition
<br />of the prouerty.
<br /> If it is the pleasure of the Council ~o acquire the proper~y for the School Board,
<br />Irecommend that the~sumof $13,0~0.G0 be 'appropriated from the Utility Tax Fund and placed on first reading."
<br />
<br /> ~Motion of Mr. Lawrence ~o place an appropriation of $13,000.00 on first reading, for said
<br />purpose, was adopted.
