Houghton,Jr., James N. <br />Howard, Edgar ~W~ [awrence, R. lrvine Smith, E.R. Sturtevant, C.E.~ War~en, Pearle J. <br />Wilson, I.G. Vass, City Manager, and R. C. Barclay, City Attorney. <br /> <br />Minutes of regular meeting held on February 10th, 1953 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br />1st - "I submit the following resolution and' recommend its ~adopZio~:~ <br /> <br />'Be it Resolved by the Couhcilof the City of .Portssmouth, Virginia, that a <br />most cordial invitation be-extended to the National Association of County <br />officials to hold their next annual conference in Virginia, and-preferably <br />in the City of Portsmouth, Virginia, if hotel and other facilities are avail- <br />able to adequately accommodate the delegates and guestswho will attend, and <br /> <br />Be it further resolved that a copy of this Resolution be mailed to G. A. Treakle <br />an official of the Association, with a request that he forward it to the proper <br />authority of the Association on time and place for holding the uext annual confer- <br /> <br />On motion of Mr. Howard, said resolution was adopted. <br /> <br /> "I U ' ~ ~ ~ <br /> 2nd- s: bmlt the attached letter from A.E. P~rker, City Collector, and recommend that lthe <br />sum of $50.00 be refunded Mr. Adams, representing an_ovez~payment~ ofl'leense taxes. " <br /> <br />Motion of Mr. Grimes that the.~refund be granted, was adopted. <br /> <br /> 3rd - "I submit the attached report from thei~uditing firm of Frederick B. Hill &Company, <br />which is an audit of the Delinquent Taxes for the years 1930 thru 1951. <br /> <br /> I recommend that the s~tm~ of $5,000.00 be transferred from~the Contingent Fund to <br />Audit Fund for payment of this audib? <br /> <br /> Metion of Mr. ~owardthat the City Manager~ be authorized to transfer the funds from the Con- <br />tingent Fund, was adopted. <br /> <br /> 4th - "I submit the attached amendment to the City License Tax Ordinance and recommend~ that <br />it be placed on first reading." ~ <br /> <br />Motion of ~lr. Grimes to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO A~END CHAPTER 1, SECTION2, OF THE LICENSE.TAX ORDINANCE.OF THE <br />CITY OF PORTSMOUTH, BY ADDING THERETO A NEW SUBSECTION F-1 TO IMPOSE A LICENSE <br />TAXON PERSONS CONSTRUCTING HO~SES TO SELL OH RENT." <br /> <br />Motion of Mr. Grimes to place said ordinance on first reading, was adopted. <br />5th - 'I submit the attached amendment ~o the Cji F Code and recommend that <br /> <br />it be placed on <br /> <br />first reading." <br /> <br />Motion of Mr. Warren to place the following ordinanc~e on first reading, was adopted: <br /> <br />"AN ORDINANCE TO AMEND '1'~ CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951~ <br />BY ADDING THERETO ARTICLE IX OF CHAPTER 30 RELATING TO THE OPERATION OF <br />MOTOR VEHICLES TRANSPORTING EXPLOSIVES" <br /> <br /> 6th - "I submit the attached letter from A.E. Parker, City Collector, and recommend that <br />the Council approve the appointment of J.L. Jolliff as a Deputy Collector in his office." <br /> <br /> Motion of Mr. Lawrence to concur in the appointmen~ of J L Jolliff as a Deputy City Collec- <br />tor and that the City Manager submit a resolution at the next meeting of the Council outlining the duties of the <br />newly appointed deputy Collector, was adopted. <br /> <br /> 7t5 - "I submit the attached amendment to the License Tax Ordinance and recommend that it <br />be placed on first reading." <br /> <br />Motion of Mr. Houghton to place the following ordinance on first reading, was adopted: <br /> <br />'~N ORDINANCE TO AMEND THE LICENSE TAX ORDINANCE OF THE~CITY OF PORTSMOUTH BY ADDING <br />TO CHAPTER II A NEW SECTION TO BE KNOWN AS SECTION 14~ B, IMPOSING A LICENSE TAX ON <br />PERSONS SUPPLYING AND LAUNDERING WIPING CLOTHS, OVERALLS, COATS, PANTS AND LIKE <br />ARTICLES" <br /> <br /> 8th - "I submit the attached budget for the Departmen~ of Public Welfare for the fiscal <br />year ending June 30th, 1954, and recommend that it be approved and that the City Manager be directed to'include <br />the budget in his general municdpal budget to be submitted at a later date." <br /> <br />Motion of Mr. Smith to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 9th - "I submit the attached letter from the Star Band Company. I recommend that the pro- <br />perty in question be offered for sale." <br /> <br /> Motion of Mr. Howard to concur in the recommendation of the City Manager and that the pro- <br />perty be mdvertised for sale, was adopted. <br /> <br /> <br />
