APril 8. 1997 <br /> <br />103 <br /> <br />Purpose and Need: <br /> <br />The State has paSsed enabling legis at on wh ch now permits localities to use <br />volunteers to enforce parking violations (i.e., handicap and fire lanes). <br /> <br />· Several other cities have been successful in implementing volunteer programs <br /> designed to enhance the scope and effectiveness of their parking regulations. <br /> <br />When Chief Mook met with the Mayor's Committee on Persons with Disabilities <br />and the Olde Towne Portsmouth Association, the need for stronger enforcement <br />of handicap, fire lane, and other restricted areas was requested. <br /> <br />Given the proper background checks and training, the volunteers appointed to <br />enforce select parking ordinances will complement the efforts of police officers <br />and parking meter enforcement personnel. <br /> <br />· Due to extensive workloads and high priority calls, current personnel do not have <br /> enough time to conduct effective parking control. <br /> <br />This item will allow the City Manager, or the Chief of Police, to appoint non- <br />sworn, uniformed personnel who will enforce select sections of the City Code <br />pertaining to parking regulations. <br /> <br />Financial Impact: <br /> <br />Revenues for parking violations almost doubled in FY 96 with the implementation <br />of an automated parking ticket system. FY95 revenue was $75,421. For FY96, <br />that figure increased to $140,194. <br /> <br />SinCe this program calls for the appointment of 10 parking enforcement <br />personnel, the revenue figure will obviously increase but cannot be quantified at <br />this time. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, BY ADDING SECTION 22-582.1 THERETO, AND <br />REPEALING SECTION 22-578 THEREOF PERTAINING TO MOTOR YEHICLES <br />AND TRAFFIC." <br /> <br />Ayes: Benn~ Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None ' <br /> <br />97 - 111 - Adoption of an ordinance closing a ten foot alley at Hartford Street <br /> between Cambridge and Pacific Avenues. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance closing a ten foot alley at Hartford Street between <br /> Cambridge and Pacific Avenues. <br /> <br />Purpose and Need: <br /> <br />· The closure of this portion of an alley will complete a site needed for expansion of <br /> an auto repair shop. <br /> <br />Expansion of this business is dependent upon a rezoning of a pOrtion of the <br />block, which application is now before the Planning Commission. <br /> <br />The viewers reported that there were no known objections by any interested <br />parties. <br /> <br /> <br />
