<br />At a meeting of the City Council, held on'March 10th, 1953, there were present:

<br />Houghton,Jr., James N. Howard, E. W. Lawrence, R. Irvine Smith, E. R.Sturte-
<br />rant, C. E. Warren, Pearle J.Wilson, I.G. Vass, City Manager, and R. C. Barclay,
<br />City Attorney.

<br />Minutes of regular meeting held on February 24th, 1953 were read and approved.
<br />
<br /> The following letter from the Planning Commission was read:

<br />The application of W.E. Cattenhead, Sr. to rezone the northwest corner of
<br />Glasgow St. and Eleventh Avenue, fronting 13.7 feet on the north side of
<br />Glasgow St. and fronting 141.04 fe~t on the west side of Eleventh Ave., from
<br />Two Family, Class "C", to Light Industrial, Class "t", be deferred Zo the
<br />next regular meeting.

<br />The application of R.E.Byrd to close a 10 foot alley north from Hartford St.
<br />to Barlow Place, between Cambridge and West Avenues, also be deferred to the
<br />next regular meeting.

<br />After careful consideratinn, pursuant to the Public Hearing held on Tuesday,
<br />February 17, 1953, the Planning and Zoning Comm£ssion. approved the '~ajor
<br />Street Plan" as prepared by the Planning Engineers ~nd respectfully recommend
<br />the adoption of same by the City Council."

<br />On motion filed.

<br />The following letters from the City Manager were read:

<br /> 1st - "I submit the attached amendment to the City Code of 1951 relative to the collection
<br />trash and garbage and recommend that the amendments be placed on their first reading."
<br />
<br />Motion~of M_r. Lawrence to place the following ordinance on first reading was adopted:
<br />
<br />"AN ORDINANCE TO AMEND AND HE-ORDAIN SECTIONS 11-2, 11-3, 11-5, 11-6 and 11-10
<br />OF TEE CODE OF TBE CITY OF PORTSMOUTH 195t,.ANDTO ~DD THERETO-NEW SECTIONS TO

<br />TRASH COLLECTIONS"

<br /> 2nd - "I submit the attached amendment to the City Code concerning the operation of dance
<br />halls within the City and recommend ~hat it be placed on first reading."
<br />
<br />Motion of Nrc Bilisoty zo place the following ordinance on first reading, was adopted:

<br />THERETOSECTION 17-11.1, DEFINING PUBLIC DANCE HALLS, REQUIRING A PERMIT FOR
<br />'f~ OPERATION THEHEOF, AND PRESCRIBING CLOSING HOURS"
<br />
<br /> 3rd - "I am submitting a report fr~om the PortsmouthGas Compamy indicating that through an
<br />error they overpaid the amount of utility taxes due the City through the months of June to December, inclusive of
<br />the year 1952 in the amount of $3,629.47. I recommend that the City Auditor be directed to refund this amount
<br />and charge the item against the collection of the utility taxes."
<br />
<br />Motion of Mr. Grimes that the refund be granted, was adopted.'
<br />
<br />4th - 'I submit the attached resolution and recommend its adoption."

<br />
<br />"Be it Resolved by the Council of the City of Portsmouth, that
<br /> J.L. Jolliff, who was appointed a deputy city collector by the
<br /> City Collector, and whose appointment was confirmed at the last
<br /> meeting of this Council, be and he is hereby charged with the
<br /> duty of collecting delinquent taxes as authorized by Section
<br /> 8-27 of the Code of the City of Portssmouth, 1951, and he shall
<br /> devote his entire time and attention to such duties, and he shall
<br /> report to the City Manager monthly by the seventh day of each
<br /> month all sums of money collected on delinquent taxes during the
<br /> previous calendar month and other matters concerning the activities
<br /> of]his office, and the City Manager shall keep the City Council in-
<br /> formed of such financial matters."
<br />
<br />On motion of Mr. Lawrence, said resolution was adopted.
<br />
<br /> 5th - "I submit the attached copy of a letter to the Portsmouth Redevelopment and Housing
<br />Authority from Jmmes N. Garrett, Attorney at Law, Portsmouth."
<br />
<br />On motion filed.

<br /> 6th - '~n adjustment with the contractors for the completion of the Police headquarters
<br />building located at North and Green ~treets was referred to the City ~nager and CitF Attorney for a report.:
