Wilson to lay the following or~nzauce !~on th~ table was adopted: <br /> <br />'~N ORDINANCE PO A~END THE CODE OF THE CITY OF PORTSMOUTB 1951, BY ADDING <br />TO TITLE 26 THEREOF ARTICLE III, SECTIONS 26-36, 26-37, 26-38, 26-39 and <br />26-40, ESTABLISHING SETBACK LINES ON CERTAIN STREETS ~FOR BUILDINGS" <br /> <br /> llth - "I recommend that the City Auditor and City Collector be authorized To transfer the <br />sum of $175,000.00 from a special bunk account, which fund is sot now needed for use by the General-Fund to be <br />re-deposited to the Special Fund Account not later than June 30, 1953. <br /> <br /> The City wilt collect approximately $9002000.00 during the months of N~y and June <br />and it is necessary to anticipate a portion'of that fund in order To mee~ current bills." <br /> <br />Motion of ~. Warren to concur in the recommendation of the City Munager, was adopted. <br /> <br />UNFINISHED BUSINESS - <br /> <br />The following ordinance, placed on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO A~E~O THE CODE OF THE CITY OF PORTSMOUTH 1951, BY ADDING THERETO <br />SECTION 17-1t.1, DEFINING PUBLIC DANCE HALLE, REQUIRING A PERMIT FOR THE OPERATION <br />THEREOF, AND PRESCRIBING CLOSING HOURS" <br /> <br />On motion of Mr. Hough{on, said ordinance was adopted, und by the following vote: <br /> <br />Ayes: Duke, Bilisoly, Grimes, Houghton, Howard, Lawrence, <br /> Sturtevant, Warren, Wilson <br />Nays: None <br /> <br />Smitb, <br /> <br />The following ordinance, plaeed on first reading at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO a~E. ND AND RE-ORDAIN SECTIONS 11-2, 11-3, 11-5, 11-6 and 11-10 <br />OF THE CODE OF TBE CITY OF PORTSMOUTH, 1951, AND TO ADD THERETO NEW SECTIONS TO <br />BE KNOWN AS SECTIONS 11-3.1, ~i--t2, 11-13 und 11-14, RELATING TO GARBAGE AND <br />TRASH COLLECTIONS" <br /> <br />Motion of Mr. Howard to amend Section ll-lS as follows, was adopted: <br /> <br />Section 11-13 WHERE RECEPTACLES ARE TO BE PLACED. <br />All garbage, rubbish, debris, etc., to be removed by the City of Portssmouth, <br />must be placed on the sidewalk as near to the curb as possible, or between <br />the sidewalk and the curb, except whsre public alleys are provided, when in <br />such instances, refuse for collection shall be placed therein." <br /> <br />On motion of Mr. Houghton, said ordinance, as amended, was adopted, and by the following <br /> <br />vote: <br /> <br />Ayes: DuSe, Bilisoly, Grimes, Houghton, Howard, Smith, Sturtevant, <br /> Warren, Wilson. <br />Nays: None <br /> <br />NEW BUSINESS - <br /> <br />The following petition was presented: <br /> <br /> "We, the 9~udersigned, taxpayems of the City of Portsmouth, do hereby respectfully request <br />and petition the City Council To change thmt section of ~acArthur Avenue between High and North Streets from a <br />one (1) way street ro a two (2) way street. We feel that a far more efficient flow of traffic can be obtained <br />witb this street being two (2) ways particularly as Glasgow St. is very often blocked by the trains at the Belt <br />Line Railroad and M~cArthur Avenue is a primary source of traffic movemen~ into High Street. <br /> <br />(Signed) J.P. Luke and numerous others." <br /> <br />Mr. Wilson's motion to refer to the Planning and Zoning Commission was adopted. <br /> <br />Motion of Mr. Bilisoly to suspend the rules to hear from George N. Garrett, w~s adopted. <br /> <br /> ~r. Garrett spoke for the Portsmouth Zoological Association, requesting permission to <br />build a zoo in the City Park. <br /> <br />~otion of Mr. Howard to refer to the City ~anager to report back ~o the Council, was <br /> <br />adopted. <br /> <br />The following letter from the Portsmouth CentratLabor Union was read: <br /> <br /> "Inclosed is a copy of a resolution which I am direeted to forward to the Portsmouth City <br />Council and others requesting their support for the retention of local rent stabilization in the Por~snouth area . <br />Hoping this meets with your fmvor - <br /> Victor M. Sylvester, Secretary." <br /> <br />Resolution <br /> <br />"Whereas, establishment of rent control for the Portsmouth,Virginia <br />area is considered essential ro national defense effort, and <br />WHEREAS, it has heen brought to our attention that a preliminary <br />survey has been made ~o determine the necessity ~r retaining ren~ <br />controls in this ares, and <br />WHEREAS, the survey indicates that a lack of adequate housing still <br />exists in this critical defense area~ and <br /> <br /> <br />
