At a regular meeting of the City Council, held on Narch 24th, 1953, there were present:

<br />The following reports from the City Nanager were read:

<br /> let - 'I submit the attached letter from W.F. Smith, Urban Engineer of the Department of
<br />Highways and recommend that the appropriation by the City of Portssmouth for access roads, U.S. Naval Shipyard
<br />Route 17 from Elm Avenue to the Southern corporate limits be supplemented by an appropriation in the sum of
<br />$5,328.00, and that this anount be approprzated at such time as Federal and State funds are appropriated for this
<br />project.

<br /> Notion of Mr. Houghton to concur in the recommendation of the City ~anager was adopted
<br />
<br /> 2nd - "I an submitting letters from James Woodrow Edwards and Mrs. E.F. Griffin, also
<br />petition signed by people residing in the 500 block of Hanilton Ave., regarding the route of buses in their vicin~
<br />ity, particularly on Woodrow Street."
<br />
<br /> Notion of Mr. Howard to refer to the Transportation Committee for further s~udy and recom -
<br />mendation was adopted.
<br />
<br /> 3rd - "I submit the attached letter from the Portsmouth Retail Nerchan~s Association re-
<br />garding the ~re-routing of'the Portsmouth-Norfolk~unnel buses to ~ring them closer to downtown Portsmouth, and
<br />recommend that it be re~erred to the Transportation Committee for their consideration."

<br /> Motion of Nr. Howard to refer ~o the Transportation Committee for further study and recom-
<br />mendation · as adopted.
<br />
<br /> 4th - "The question of the disposal o£ the Sixth Avenue ~Fire Station which is no longer
<br />needed by the City, was referred to me for further study and report.
<br /> After a thorough inspection of the building, I am of the opinzon that it can not
<br />be used by ~ny depar~men~ of the City economically. The ground floor does ~ot contain enough space for a repair
<br />shop for the buildings and grounds department, and the building .is not safe for a gathering of people on the
<br />second floor or for the storage of any weighty materials. ~ therefore recommend that the building be offered for
<br />sale at public auction."
<br />
<br />Motion of Mr. Wilson to concur in :the recommendation of the City ~ana~er, was ~dopted.
<br />
<br /> 5th - "I am attaching a letter from F~ederick B. Hill and, Company end,recommend that the
<br />contract for preparing the annual audit ef the City of Portsmouth for the fiscal year ending June 30th, 1953,
<br />be awarded that company."
<br />
<br /> Motion of Mr. Howard that the contract for preparing the audit be awarded Frederick B.Hill
<br />Company, was adopted.
<br />
<br /> 6th - "I submit theattached letter from.Bang~l, Bangel a~d Bangel, and recon~end that a
<br />refund in the sum of $Z9.00 he made re Louis J. Stru, representing a fine and cos~ imposed in Civil and Police
<br />Court on which an appeal was ~aken and the decision reversed in Hustings Court."
<br />
<br />Motion of Mr. Howard that a refund of $29.00 be granted, was adopted.
<br />
<br /> ?th - "I submit the attached official recezpt and recommend that William Hedges Baker,
<br />Clerk of the Hustings Court of the City of Portsmouth, be paid the sum of $133.00 to reimburse him for the anount
<br />of fines imposed qn an appeal .case from Civil and Police Court,~ the fine having been paid to the Clerk of the
<br />Civil and Police Court and he hav~n~Lpaid it into the City treasury. The purpose of this transaction is to enable:
<br />the City departments to balance their accounts."

<br /> Motion of Mr. Bilisoly to concur in the recommendation of the City ~an~ger, was adopted.
<br />
<br /> 8th - "I submit the attached letter from RevoJoW. Felton, pastor of Riverside Baptist
<br />Chapel.This is for your information."
<br />
<br /> "I amwritimg~you to~ confirm the request of Riverside Baptist Church which I made in person
<br /> to you on the 16th of ~rch; that is, we would like to purchase at least one acre and a half of land on Hartford
<br /> Street, west of John Tyler School, for churbh and a religious educational building. We are now meeting in a gov-
<br />ernment building, nearby, and we are badly in need of suitable grounds to build on. This is very urgent,-and we
<br />~would appreciate it if you would presenr this to the City Council for action. Thanking you for your co-operation
<br />
<br /> Eotion of Mr. Howard to refer to l. he committee appointed to ~study a prevzous request for
<br />this location for a church, was adopt~ed.
<br />
<br /> 9th - "For your i~e~tion, I have been requested by ~r. Nettlds to repair a bridge over
<br />and aeress'~the Portsmouth ditch. The matter has been referred to the City Attorney for legal opinion concerning
<br />the city's responsibility- in this connection. The Council has a committee oR the Portsmouth ditch tha~ may want
<br />to investigate this Defore~any action is taken; if so, I Will appreciate having them advise me what they would
<br />like me to do."
