<br />6th - '~t a previous meeting of the City Council, you instructed me to secure estimates
<br />for larger drains.under'Western B~anch Road, Prentis Avenue and~Fayette Street, between Fourth and Fifth Streets.
<br /> I have investigated these accompanied by theCity. Engineer and I find that the
<br />pipes are of sufficient size to carry any storm water from an ordinary rainfall. A recent rainfall where several
<br />inches of rain fell within a short period of time flooded all storm drains in Portsmouth, Norfolk and the entire
<br />area.
<br /> In my opinion, it would be prohibitive in cost to provide storm drains of suffi-
<br />cient size to car~y the immediate flow of storm water at such times. Information I have been able to receive is
<br />that the water .abated in a very short time after the storm was over which is indicative that the pipes were func-
<br />tioning, but were not of sufficient capacity to carry such an enormousamo~uat of flood water."

<br />Motion of Mr. Houghton to place an appropriation of $1,000.00 on first reading, was adopted

<br /> 9th - "I have held a meeting of the Department hearts of the City Government and we have
<br />discussed at length the question of closing all municipal o~ices all day on Saturdays.
<br /> In the Opinion of the Department heads, the service to ~he public would not be im-
<br />paired if the offices are closed o~t~rday. Some of the departments could also operate without working on Satur-
<br />day if found desirable.
<br /> I have been requested to submit to you a proposal whereby~the offices would open at
<br />8:45 daily :and the employees wo~ld take only forty-five m~nutes for lunch during the five remaining days of the
<br />week; in so doing, no time would be lost to the City by the closing of the offices on Saturday. There would be an
<br />employee at all departments ~o take care of calls for emergency work.
<br /> I recommend that beginning Saturday June 20th, that the offices be closed on a
<br />· rial ~asis for ninety days and if found that at the end of a ninety-day period that closing on Saturday is not
<br />detrimental to the services render to the citizens of Port smouth, that it be made permanent."
