This is the pl an the City of Norfolk el ows.
f 1

Notion of ~ir Houghton to refer back to the City ~nager for further study, was adopt~l.

14th - "I submit the attached letter from X. D. Murden, Superintendent of the Portsmouth
Water Department and recommend that immediate steps be taken to construct the 6500 feet of 20" mechanical joint
pipe and that plans be prepared for an~additional 38" main from Suffolk to Portsmouth ~d that bids be taken for
the proposed dam at Speight's K%m, Lake Kilby, Suffolk, also that tank be erected."

Attached -

"We have complete plans and specification for the proposed dam on Speight's Run, Lake Kilby,
Suffolk, Va. We believe this d~m should be constructed as soon as possible and necessary
12~ud acquired for flooding this area. We also recommend, that plansI and specifications be
prepared for an additional 36" main from Suffolk to Portsmouth.
We urgently recommend immediate construction, by contract, of approximately 6500 feet of
20" joint cast iron main in the swamp area near the 12 and 13 mile posts of the
R~ilroad. This section of m~in is a serious bottle-neck as part of the main is 14" and
1S" in diameter. There is a loss of from 12 to 15 pounds pressure in this 6500 feet depend-
lng on the number of pumps in operation at the Suffolk station. We have been pumping in
excess of an average of 13 million gallons a day at the Portsmouth station and the capacity
of the pipe line is less than 15 million gallons per day; which means that most of the time
of heavy pump~ge we are losing ~ter at the Portsmouth Station. There have been times this
su~mmer when we have had less than 2 millio~ gallons in the reservoir in the lat~?'afternoon.
The construction of ~he 6500 feet of 20 inch pipe at the 12-13 mile posts would be of con-
siderable valne in meeting immediate needs and we hope this work can be completed before
winter rains.Your assistance in expediting the approval of this work will be appreciated."

Motion of Mr. Hawks to refer to the City ~anager to get estimates ~the cost of the pro-
jects as proposed by the Superintendent of the Water Department, was .adopted.

15th - "I am submitting the attached report from the Delinquent Tax Collector."

Attached -

"Period covered July 1 to August 1, 1953
Handed Attorney 24 lots to be sold for taxes amounting to $4,504.78, without penalties.
Delinquent Real Estate Taxes collected in this office without penalties amounts to $9,544.57.
Mailed 605 delinquent personal property tax notices and collected $2,154.86.
Sold two parcels of land at auction for taxes and found private buyers for three other lots."

On motinn filed.

16th ~ "I submit the at~$cb~d estimates of costs to air-condition the Municipal Annex
and the Social Service offices.
