October 13th. 1953. <br /> <br /> Motion of ~r. Smith that the letter be spread upon the minutes of the Council,was adopted. <br /> "Several years ago the Catholic Club. Inc . at the request of the Cit~ of Portsmouth,Va. <br />permitted the remora~1 of the fence marki~ the southern boundary line of the Cluh"s property. A portion of this <br />property haS been paved and is used'as an entrance to the Public Library and the. Annex to the Municipal Building, <br />Thins letter is To again reaf~firm ownership of this property by the Catholic Club, Ineorporated. <br /> In order ~o remove any doubt as ~o ownership of this property, should the Club find it <br />necessary to use this land, it is requested that this letter be made a part of the official minutes of the next <br />regular meeting of the City Council of Portsmouth, Va." <br /> llth - "I am attaching hereto <br />letter from L N. Journee, re~esting retirement. Howard, Lawrence, Smith, Warren, Wilson <br />Nays: None <br /> <br />NE~ BUSINESS <br /> <br />The following letter from John Tyler parent-Teachers Association was received and filed: <br /> <br />"The John Tyler Parent-Teachers Association wishes to thank you and the Portsmouth <br />City Council for obtaining for us the lovely addition to the Joku Tyler School. <br />It haS greatly relieved the congestion we had prior~ getting this new building, <br />and we take pride in having this lovely school for our children. <br /> <br />Sincerely, <br /> <br />~s. Secretary. <br /> <br />The followimg letter from ~illiam Holmes Davis was received and ordered filed: <br /> <br /> "It vms at my request that the Board of Directors of the Norfolk Chamber of Commerce set <br />up its first Four Year College Committee. I was asked to serve, without pay, as consultant to that-c~mmittee· <br /> On April 24, 1951, the Board of Directors un~imously agreed that the committee should <br />act as a fact finding body and should undertake to brin~ together representatives from Portsmouth and the other <br /> · ur metro olitan district in order to formulate plans for action. In g~od faith, I presented this <br />sections of o P .... =~ ~ ~ ~n~rati°n t~ an~mber of a~encies whose membership a~oanted <br />to about 25 000. Upon request they all refrained from taking any action as to a site for the college or as to <br />who ~euld o~rate' it. They unanimously voted in favor .of doing all possible to establish a great four year col <br />lege. Without advising me or those whose co operation had been secured the four year college committee disregard- <br />ed the 'action of the Board o~ Directors and proceeded to act ~s 'a planning body. <br /> I asked for an opportunity to present my views to the Four Year College Committee and <br />that ~as. denied. I asked for an opportunity to present my views ~o the Board of Directors and thaz was denied. ] asked that a public hearing be held so that our people might have full knowledge of <br />what had been done. This met with no approval.
