Mapp, was adopted. <br /> Mr. ~a~p presented the following: <br /> <br />Vice President pearle J. Wilson in the Chair. <br /> <br />Minuzes of regular meeting of October 27th, were read and approved. <br /> from the Superintendent of Schools, <br /> <br /> "The Portsmouth City Public Schools may be entitled to $550,000. under P,L. 815, (81st Con-I <br />gress) as amended. <br /> The Portsmouth City School Board in a regular session on Friday evening, November 6, 1953, <br /> your approval of tke following' pro3ects' in' order that. construP°rt sm°ut hmight sSeCurect her ofitsa~ perma~hare of <br />instructed me to request <br />these funds, t ir t unit <br /> 1. Four-hundred twenty-five thousand dollars to - <br />nent building at Douglas lm~rk. This unit will include eight class rooms, multipurpose room, library, office,clinic <br />and teachers' room. The present building, which has.very few years of use in it, is now housing approximately <br />33 1/3% more pupitsm~i-t~ than Federal and State standards call for. This condition will be greatly aggra- <br />vated as the Jeffry Wilson homes fill up~ <br /> . ~Theye is not sufficient land in this site to meet the requirements for the 700 school <br />children to be housed here. Federal money can not be used to purchase a site, so it will be necessary to use <br />City funds to purchase ~additioRal land. The School Board desires to purchase all or part of the block adjacent to, <br />and north of the present Douglas Park School grounds. The housing in this block is designated as temporary housing <br />on permanent site. <br /> This housing is owned by the Public Housing Administration and is occupied largely by per- <br /> sons working on Navy installations. The land might be secured in one of two ways; first, by paying for moving theI <br /> houses to,another site on the project, which moving would cost approximately $1,500. per unit; second hy purchas- <br /> ing the houses and moving them to another si~e, placing them in private housing. Forty-one units will have to be <br /> moved, possibly all fifty-seven. <br /> The cos~ to the City for construction of this building should not exceed $?0.000., includ- <br /> ing site. <br /> B. Four-hundred twenty-five thousand dollars for a ten room school with library, mul- <br /> tipurpose room, kitchen, office, and clinic at Prentis Park. <br /> <br /> One hundred twenty-five thousand dollars of this amount would be Federal funds, leaving <br /> $300,000. to be supplied by the City. <br /> There are children on part time in this area and ~the present school is in such shape that <br /> we can nor hope [o use it much longer. This school will replace the present building. <br /> Should both of these projects be approved by. City Cbancil Sta~e and Federal Government, <br /> the ~otal cost to the City ~ould be $370,000., for $850,000. worth of School facilities. <br /> <br /> Hawks that the School Board be authorized to proceed with these projects <br /> Motion <br /> of <br /> Mr. <br /> <br /> was adopted. <br /> <br /> Motion of Mr. Howard to suspend the rules TO hear from William H. Oast, Jr., representing <br /> residents of Barlow Gardens, Barlow Place and Port Norfolk, w as adopted. <br /> <br /> Mr. Cast spoke in reference to the sewage emptying into the marsh that separates Port <br />Norfolk and Barlow Place, and requested immediate steps ~o be taken to correct this condition. <br /> Motion of Mr. Howard that the City Manager be instructed to ~e ~ survey made immediatel~ <br />by the Health and Engineering Departments of the area surrounding the creek and marsh that separates Port Norfolk <br />from Barlow Gardens and Barlow Place, to locate any and ali dwellings that now have their sewer lines emptyisg into <br />this marsh or creek directly or indirectly, or into the metal storm drain that now runs through this marsh and <br />terminates.at Douglas Avenue, and that the necessary s~eps be taken to eliminate the further flow of sewage into <br />this creek or marsh from any source and further that an appropriation of $~000.00 be made to install a necessary <br />sewer line on Florida Avenue, between Cleveland and Woodrow Streets, and thatlthe City Manager have the marsh spray~ <br />ed with intersecticide immediately and begin having the marsh filled tn as soonas possible, was adopted. <br /> <br /> Motion of t~r, Smith that the City Manager have a thorough survey made of the entire city <br />for any other sewage lines that are not connected with the city sewer system and Jthat /these lines be connected <br />immediately, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 1st - "I submit contract in duplicate for remodeling the main pumping station of the <br />Water Department atGodwin Street, Portsmouth, Virginia, and recommend that the City Manager be authorized and di- <br />rected to execute the same for and on behalf of the City and that the City Clerk be directed to attest the same~and <br />affix the City Seal thereto." <br /> <br /> Motion Of Mr. Hawks that the City ~L%nager be authorized to sign the contract and the City <br />Clerk attest and affix the City seal thereto, was adopted. <br /> <br /> 2nd - "I submit the attached letter from the City Engineer and recommend that the matter <br />of retiring James Edward Cox be acted upon by the Council." <br /> <br /> Attached - "Due to age and general debility, James~dward C~x, 712ParkerSt., an employee in the <br />Street Maintenance Division of the Public Works Department has had to quit work. His physician has told him not to <br />work any more. <br /> <br /> <br />
