7{ <br /> <br />November 24]~L~1953, <br /> <br /> "Regarding the .area that forms a branch of Hull's Creek near Port Norfolk in the vicinity <br /> of Woodrow Street,Douglas Avenue, Hamilton Avenue and west of Florida Avenue. <br /> <br /> At the Council meeting held November 10th, 1953, the Council instructed the City Manager <br /> to eliminate the discharge of raw sewage into this branch of Hull's Creek. In order to do this, it was necessary <br /> to install a sanitary sewer along the west side of Florida Ave., south from Cleveland.St for a distance of ap <br /> proximately 500 feet. '' - <br /> For your information, we respectfully advise that thisline is r~v under construction and <br /> should be finished this week. After this is completed, it will enable all the houses in the area to connect with <br /> the city's sewer system. The sewage will then be]'run through the Sewage Treatment Plant, treated and~the effluent <br /> discharged into the deep water channel of the Elizabeth River at Pinners Point. <br /> In order to free up the flow of storm and tide water in this branch of the creek, the City <br /> forces have dredged the channel from the Detroit St. culvert to end of the storm drain at the Douglas Ave crossl <br />Also lateral ditches sometime referred to as her~ing bone ditches have been cut from the shore line over to the nS <br />channel to better drain the marsh area at low tide and in the hope of eliminating as much of the stench odor comin~ <br />from the mud fiats at low tide, as possible. The marsh is being sprayed ~ith a chemical under the supervision of <br />Dr. Denny, Health Dfrector. For details, see his report. · <br /> In furtherance of the instructions from the Council, we are making a survey, at present, o~ <br />the entire City to find out if there are any other private sewers that may be discharging raw sewage into the <br />marshes. When this survey is completed, it will be forwarded to yo~. The city forces are presently engaged in <br />enlarging the sewer connection in the street at the City-County Jail, County and Water Sts. ro double the.capacit <br />flow. This should help to eliminate some of the stoppages that have occurred recently. ~ <br /> For you~ further information, we ordered that there be forces on duty in the Deparzment off <br />Public Works on Saturdays until 4:30 p M to take care of emergencies. After this hour there is telephone service <br />and if the emergency warrants it, service can be rendered at any time any day or night in the week. <br /> <br /> F.J. Bergeron, City Engineer." <br /> <br />On ~otion filed. <br /> <br /> 20th - "I submit an estimate of the cost of installing sanitary sewers in Glendale, not <br />covered in the present sewer con~rac~, in3the amount o~ $21,426.90. I recommend that this be added to the present <br />sewer contract with A.G. Pinkston and that the sewers be installed. <br /> <br />Motion of Mr. Houghton to concur in the recommendation of the City.~anager was adopted. <br /> UNFINISHED BUSINESS - <br /> <br /> An apl3ropriation of $2}000..00 to construct sewer line on Florida Avenue between Cleveland <br />and Woodrow Streets, placed on first reading at last meeting, was taken up. <br /> <br />following vote: <br /> <br />Motion of Mr. Howard to appropriate $2,000.00 for said purpose, was adopted, and by the <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Duke, Bilisoly, Houghton, Howard, Lawrence, Smith, Sturtevant, Warren, Wilson <br />None <br /> <br />NEW BUSINESS - <br /> <br /> The City Clerk presented the following letter from W. B. Spong: <br /> <br /> "On August 20th, of this year, George L.~Sedath was round,guilty, in the Civil and Police <br />Court of the City of Portsmouth, of interfering with a police officer and he paid a fine on that day, in the <br />amount of $54.00 and receiving from that court their receipt #80SA for that amount. Subsequently, Mr. Sedath <br />noted an appeal in this matter and I represented him in the court of Hustings of the City of Portsmouth, on Novem- <br />ber 10th, at which time he was found not guilty of this charge. An examination of the finances involved in this <br />matter with the Clerk's office for the Court of Hustings, revealed that the money he had paid on the 20th of August <br />has already gone through the city's book-keeping system and the only way this may be recovered is by his petition- <br />lng the City Council. <br /> <br /> Therefore, I am officially petitioning the Council in his behalf and as his attorney for <br />the return of this $54.00. I should be happy to show the rsceip~ hereinabove mentioned and I believe that you wit~ <br />find all other matters may be confirmed by K. A. Rain, Deputy Clerk of the Court of Hustings. I would appreciate <br />your having a check made out to William B. Spong, Jr., attorney for George L. Sedath.
