November 24th. 1953. <br /> <br />City Market BUilding, With the understanding that space will be provided for the present ~enants until such rime as <br />the new market building has been constructed, was adopted, and by the following vote: <br /> <br /> Ayes: Duke,Bilisoly, Grimes, Houghton, Howard, Sturtevant, Lawrence, Wilson <br /> Hays: Smith, Warren <br /> <br /> Motion of Mr. Houghton that a committee be appointed ro locate a site for the construction <br /> of a new market building, and that an appropriation of $20,000.00 be placed on first reading, for said purpose, <br /> was adopted. <br /> <br /> The Chair appointed Messrs. Lawrence, Smith and Bilisoly. <br /> 14th - "At a regular meeting of the Council held on October 2?th, 1953, you directed me <br /> to attend the State CorporaTion Commission hearing in Richmond on November loth, to oppose the rate increase re - <br /> quested by the Virginia Electric & Power Company. [ have before me a file on the various exhibits and evidence <br /> presented by the Virginia Electric & Power Company in connection with their request for a rate increase. The re- <br /> cords will be on file in my office for inspection by anyone desiring to look them over. <br /> The State Corporation Commission has continued the hearing until a later date at <br /> which time the opposition to the rate increase may be heard. I will appreciate it if the Council will direct me <br /> as to what steps I should take from this point on." <br /> <br /> On motion filed. <br /> <br /> 15th - "I am reporting that I have received.a request from the Department of Public Wel- <br /> fare to assist in ~stablishing a Child Care Center at the Jeffrey Wilson Homes for the negro families. <br /> Mrs. Lee reports that she now has forty families receiving aid to dependent chil- <br /> dren residing in this project and that she would be able to deduct the sum of $65.00 per month per family if she <br /> had~a Child Care Cen~er to take care of the children while the parents work." <br /> Motion of Mr. Howard that the City M~nager be authorized to investigate the possibility of <br /> establishing a ChildCare Center at the Jeffrey Wilson Homes, not to exceed $50.00 a month cost ~o the City, was <br /> adopted. <br /> 16th - "At a former meeting of Council ~ou referred back .to me the question of membership <br /> in the Patrick Henry Hospital for the chronically ill located at Denbigh, Virginia. I find that the next procedure <br /> would be to apply for membership. The membership fee would be $0.20 per capita or '$t6,007.80 and the rate per pa- <br /> tient is $2.50 per day for regular patients with a slightly higher rate for cancer and some other types of diseases <br /> ~ recommend'that the City of Portsmouth apply for participating membership in the Patrick Henry Hospital for the <br />'-treatment of chronically ill patients. If the Council approves participation and if and when ont..application <br /> approved, [ will then recommend than an appropriation be made to cover the cost of participation. <br /> Motion of Mr. Howard that the City NL%nager take the eecessary steps to apply for partici- <br /> pating membership in the Patrick Henry Hospital, was adopted. <br /> 17th - "There was an item referred to me from the Council meeting held on November 10th, <br /> 1953, of having an emergency crew to work on Saturdays. I am happy to report that we have now and have had since <br /> I have been ~anager of the City of Portsmouth, an emergency service for .twenty four hours per day seven days per <br /> · week in both the~Water Department and the Department of Public Works. .There is a telephone located .at the Engi- <br /> neer's field office at the City Garage'at which calls are received twenty four hours each day and seven ~ays per <br /> week for any emergency or regular reports or complaints during, the regular'working hours. <br /> We are now working in the Department of Public Works all day Saturday and have <br /> worked until noon during the summer months. We do not keep a full time emergency crew standing by when it is <br /> needed; however, every employee of the City is subject ,to call to service in any case or type of emergency and so <br /> far as I ,know, ~e have not failed to take care of emergency cases where it was necessary To do so." <br /> <br />On motion filed. <br /> <br />six sign manufacturers. <br />only, all the way out. <br /> <br />lSt~ - "I am advising that we have sent request for, quotations for s~reet name signs <br />Bids will be opened in this office on December 4th, 1953. These signs are for High St. <br /> <br />Public Works, relative to <br /> Attached <br /> <br />On motion filed. <br /> <br />19th - "I submit the attached letters from the Director of Public HeaLth and Director of <br />the branch of Hul~'s Creek separating Port Norfolk and Barlow place." <br /> <br />"Yhe property at 3015 Detroit St., 3015 Wesley St., 300 Douglas Ave., 312 Douglas ~ve., <br /> and 308 Douglas Ave. has been connected to the city sewer system. <br /> The property au 450 Douglas Ave. and 336 HamiLton Ave. will be connscted soon - owners <br /> have employed pIumbers for this work. <br /> The property a~ 530 and 538 Fiorida Ave. will be able to connect when the new sewer <br /> line which is being installed, is completed. <br /> M.G. Pendleton, Chief Sanitary Inspector." <br /> <br />"Regarding marsh area north of the Detroit St. fill and wes~ of Florida Ave.: <br /> In an attempt to gee rid of some of the unpleasant odors coming out of this,area, "Her- <br /> ringbone'' type ditches have been dpc; monnemting low spots in the marshZwith the ma~n <br /> channel. This results in a flushing action ~ith the rise and fall of the tide, and <br /> eliminates standing water that becomes stagnant and gives off odors. Due to high <br /> tides this job is not fully completed at this time, about two days will be required to <br /> finish. <br /> The area is being regularly sprayed with a solution of 3% D.D.T., in fuel oil to control <br /> insect larvae. As soon as ditching is completed and tide conditions permit, the area <br /> will be treated with lime again.
