Hawks, Bilisoly,:.H~u~htoh and Sturtevant. <br /> <br /> Motion of Mr. Howard to suspend the rules to hear from W.T. Parker, representing T.W.~an- <br />nlng of the Portsmouth Convalescent Home, was adopted, <br /> <br /> Mr. Parker spoke, requesting the Council to defer the signing of the contract with the <br />Patrick Henry Hospital for medically indigent patients, for~.~wo weeks, to enable Mr. Manning to present a plan <br />whereby the Portsmouth Convalescent Home could care for the medically indigent. --- <br /> <br /> The followmng reports from the City Macrames'were. read: the <br /> 1st - "I submit herewith contract covering the installation of a ~0" water main under <br />Seaboard,~Air Line Railroad right of way near Magnolia, Virginma, an4 recommend that the proper officials be autho- <br />rized to sign same and the C~y Clerk be.authorized tO attest a~d affix the seal of the City." <br /> <br /> ~otion of Mr. Bilisoly that the proper city officials be authorized to sign the contract <br />and that the City Clerk be authorized to a~est and.affix the seal of the City to sam~, was adopted. <br /> <br /> 2nd - "I am'attaching hereto a peiition from a group of citizens ~esiding ~n Wileo~ Ave. <br />and a report from F.J.Bergeron, City Engineer, concern'i~g the complaint." <br /> <br />On motion filed. <br /> <br /> 3rd - "I submit the attached letter from Rev. Ernest H. Emurian concerning a parking area <br />at the City Home property.' I am ~f'-the opinion that so long as the City owns the property, there will be no diffi- <br />culty mn working out an area for parking that could be used by the congregation attending the church on Sunday and <br />by those using the facilities as aGolf course or a park durmng other days of the ~eek without entering into a <br />lease contract. <br /> <br /> Motion of Mr. Wilson to refer to the committee appointed to study the leasing of the Alms <br />House property for a golf course, was adopted. <br /> <br /> 4th - "I submit the attached letter and reports from the Commonwealth of Virginia Compen- <br />sation Board with reference to the salaries and expenses of the Constitutional officers. You will observe that the <br />Board has-approved increases in salaries requested by the departments." <br /> <br />On motion filed. <br /> <br /> 5th - "I recommend an.appropriation of $5,000.00from the Utility Tax be placed on first <br />reading for the purchase of lots at Westhaven School." <br /> <br /> Motion of Mr. Houghton to place an appropriation of $5,000.00 from Utility Tax Fund for <br />said purpose on first reading, was adopted. <br /> <br /> 6th - "The Chairman. of-the~ Portsmouth Safety Coun~id,~ Josephus Shaefer, has requested <br />the City to purchase for the Safety Council a sound motion picture pro:jec~o~t: The'estimated cost is $420.00 if we <br />purchase it through the State Purchasing Department.
