December 22nd, 1953. Motion of Mr. Houghton to refer to a committee to make ~-thorough study of the leasing of this property and report to the Council at the next meeting, if possible, was adopted. The Chair appointed the following committee: Messrs. Hawks, Bilisoly,:.H~u~htoh and Sturtevant. Motion of Mr. Howard to suspend the rules to hear from W.T. Parker, representing T.W.~an- nlng of the Portsmouth Convalescent Home, was adopted, Mr. Parker spoke, requesting the Council to defer the signing of the contract with the Patrick Henry Hospital for medically indigent patients, for~.~wo weeks, to enable Mr. Manning to present a plan whereby the Portsmouth Convalescent Home could care for the medically indigent. --- The followmng reports from the City Macrames'were. read: the 1st - "I submit herewith contract covering the installation of a ~0" water main under Seaboard,~Air Line Railroad right of way near Magnolia, Virginma, an4 recommend that the proper officials be autho- rized to sign same and the C~y Clerk be.authorized tO attest a~d affix the seal of the City." ~otion of Mr. Bilisoly that the proper city officials be authorized to sign the contract and that the City Clerk be authorized to a~est and.affix the seal of the City to sam~, was adopted. 2nd - "I am'attaching hereto a peiition from a group of citizens ~esiding ~n Wileo~ Ave. and a report from F.J.Bergeron, City Engineer, concern'i~g the complaint." On motion filed. 3rd - "I submit the attached letter from Rev. Ernest H. Emurian concerning a parking area at the City Home property.' I am ~f'-the opinion that so long as the City owns the property, there will be no diffi- culty mn working out an area for parking that could be used by the congregation attending the church on Sunday and by those using the facilities as aGolf course or a park durmng other days of the ~eek without entering into a lease contract. Motion of Mr. Wilson to refer to the committee appointed to study the leasing of the Alms House property for a golf course, was adopted. 4th - "I submit the attached letter and reports from the Commonwealth of Virginia Compen- sation Board with reference to the salaries and expenses of the Constitutional officers. You will observe that the Board has-approved increases in salaries requested by the departments." On motion filed. 5th - "I recommend an.appropriation of $5,000.00from the Utility Tax be placed on first reading for the purchase of lots at Westhaven School." Motion of Mr. Houghton to place an appropriation of $5,000.00 from Utility Tax Fund for said purpose on first reading, was adopted. 6th - "The Chairman. of-the~ Portsmouth Safety Coun~id,~ Josephus Shaefer, has requested the City to purchase for the Safety Council a sound motion picture pro:jec~o~t: The'estimated cost is $420.00 if we purchase it through the State Purchasing Department. If it is the pleasure of the Council to purchase the projecto it will require an appropriation in the above amount. ~ vote: On motion of Mr. Howard, $420.00 was appropriated for said purpose, and by the following Ayes: Duke, Bilisoly, Grimes, Warren, Wilson Nays: None 7th - "At the end of our~.fiscal year ending Jm%e 30; 1953, Lall former appropriations were cancelled. We have now received the final estimate of the cost of the Monroe Fire Station in the sum of $9,245.34 and I recommend-that this appropriation be placed on first reading."
