Be~mbe~r 22nd. 1953. At a negular meeting of the City Council, held on December 22nd, 1953, there were present Fred A Duke, Frank N. Bilisoly,Jr., George L. Grimes, Carl C. Houghton,Jr., James N. Howard, E. W. Lawrence, R. Irvine Smith, E. R. Sturtevant, C.E. Warren, Pearle J..Wilson, I.G. Vass, City Manager, and R. C. Barclay, City Attorney. Minutes of regular meeting of December 8th, 1953 were read and approved. The following notices of zoning changes were read: "P~rsuant to the provisions of the Zoning Ordinance, notice is hereby given that a public hearing will be hetd at 7:30 P.M., on Tuesday, December 22, 1953, in the Council Chamber, Municipal Building, Portsmouth, Virginia, for the purpose of altering zones and re-classifying the following property: 1. Mary E. Flick to rezone a triangular plot of land beginning at the northwest corner of Pearl. Street and George Washington Highway, freeing 150 feet on the north side of George Washington Highway, then northwest 105 feet to an alley, then 137.72 feet east to the point of beginning lots numbered 354-355 and 336, from Two Family, Class "C" to Commercial Class ~". 2. T.B. Lee, Inc., to rezone 401 Pearl Street, lots 36-37-38 and 39 beginning the southwest corner of Pearl Street and Queen Street, fronting 145 feet on the south side of Queen Street, extending eastwardly 95 feet more or less to S.A.L. Ri{., from Commercial Class '~" to Commercial Class "H" 3. Ruth Felton [o rezone rear portion of lot at 520 Sixth Street, begin~ 66 feet west f~om Sixth Street fronting 24 feet on the north side of Lincoln Street by 30 feet deep, from Two Family Class "C" to Commercial Class 4. Arnold P. White to rezone 1700-04-06-10-12-14 and I6 Elm Avenue, beginning 0 feet south from Randolph Street fronting 121 feet on the west side of Elm Avenue by 105 feet deep from Multiple Family Class '~" to Commercial Class "G". 5. Clara S. Hunter to rezone lots #9 thru ~24 Block #113 Westhaven, beginning at the southeast corner of Airline Boulevard-.and Brighton Street, fronting 280 feet on tho east side of Airline Boulevard, then 240 feet on the north side of Renry Street, then 217 feet north to Brighton Street, then 60 feet on the south side of Brighton Street to the point of beginning, from Two Family Class "C" ~o Com- mercial Class "G"." "At the meeting of the Planning and.Zoning Commission held December 3, 1953, the following applications were considered and the subsequent recommendations respectfully submitted: 1. The application of Mary E. Motion of Mr. Grimes ~o approve Item #1 was adopted, Motion of Mr. Wilson to approve Item #2 was adopted. Motion of Mr. Warren to approve Item #3 was adopted. Motion of Mr. Lawrence to approve Item #4 was adopted. adopted. Motion of Mr. Houghton that action on Item #5 be deferred until next Council meeting, was petty, ~s adopted. Notion of Mr. Howard to remove from the table the question of leasing the AlmsHouse pro- Motion of Mr. Howard to suspend the rules to hear from anyone interested in talking on the above matter, was adopted. ¥ The followmng people spoke for the leasing of the property: Chandler Harper, R.L.Staples, Irvin C~o~hen, Joe Tusing, W.T. P~rker, and.T,A. Talbot. The following p~gple spoke against leasing the property: Francis W. Carlisle, George Gar- rett, Dr. Hugo Owens, James Overton.
