<br />Minutes of regular meeting of May 25th, 1954 were read and approved.

<br />The following reports from the City Manager mere read:

<br /> 54--151 - "I reconmnend an appropriation of $5,000.00 from Utility Tax Funds, for the new
<br />Woodrow Wilson High School, be placed on first reading."
<br />

<br />Motion of Mr. Howard to place an appropriation of $5.000.00 for said purpose on first read-
<br />
<br /> 54-i52 - "I submit the attached letter from A. E. Parker, City Collector, recommending the
<br />return of the amount of funds paid his office by Miss Emma Williams for a license plate, the same amount being
<br />a duplication in the purchase of city tags. I recommend that the Council authorize the refund in the sum of
<br />$10.00."
<br /> Motion of Mr. Howard that the refund be granted was adGpted.
<br />
<br /> 54-153 - "At a previous Council meeting, information was req~ested concerning the installa-
<br />tion of the traffic signal authorized at High Street and First Avenue. I have been advised by the Superintendent
<br />of the Electrical Department that an order was placed for the equipment immediately after it was approved by the
<br />Council. The ~raffic signal unit itself has arrived, but the unit that controls the traffic signal has not been
<br />received. As soon as the controlling devide is received, the installation will be made immediately."

<br /> 54-154 - "I submiE the attached request from David R P Baldwin, 105 N. 7th Avenue, for the
<br />return of his funds that he has paid into the Police and Firemen's Pension Fund in the sum of $30.34. I recom-
<br />mend thai this amount be refunded to Ma'. Baldwin."
<br />
<br />Motion of Mr. Houghton that the refund be gr,%ed was adopted.
<br />
<br /> 54-155. - "I submit the attached request fro~ Captain John F. Bashford, age 63, who has been
<br />an employee of the City of Portsmouth in the Fire Department for 37 years for retirement.
<br /> I recommend that the request be referred to the Police and Firemen's Retirement
<br />Board for a report and recommendation."
<br />
<br /> Motion of Mr. Bilisoly that the request be referred to the Police and Firemen's Retirement
<br />Board, was adopted.
<br />
<br /> 54-156 - 'I submit the attached amendment to the City Code affecting the water rates for
<br />consumers residing beyond the City limits of the City of Portsmouth and the City of Suffolk and recommend that
<br />be placed on first reading."

<br />THE CODE OF THE CITY OF PORTSMOUTH. VIRGINIA, 1951, RELATING TO SERVICE CHARGES AND
<br />METER RATES FOR WATER, WATER BILLS, SUPPLIED ON MONTHLY .AND QUARTERLY BASIS, AND
<br />SIZE OF TAPS AND TAP CHARGES, AND TO REPEAL SECTION 20-39 OF THE CODE RELATING TO
<br />RATES IN CITIES AND COUNTIES"

<br /> 54-149 - An appropriation of $300,000.00 from the Sewage Disposal Fund for the installation
<br />of sanitary sewers placed on first reading at last meeting, was taken up.
<br />
<br />Motion of Mr. Houghton to appropriate $300,000.00 for said purpose was adopted.

<br />
<br />54-157 - The following letter fr~m the Superintendent of Schools was read:

<br />of the School Board, their terms expiring July 1st, 1954:
<br /> First District Mr. Harold B. Tiffany
<br /> Second District Mr. Joseph M.- Tusing
<br /> Third District - Mr. C. Bradford Russell."

<br /> Motion of Mr. Howard that the election of School Board members be held at the next regular
<br />meeting of the City Council, was adopted.

<br />54-158 - The following letter from the City Attorney was read:

<br />"The follow~,ng requ~-stsTor a refund of taxes w~re submitted to me:
<br />
<br /> 1. Request of David R. Baldwin to be refunded $3.59 for payment of personal property ~axes
<br />for the year 1947, assessed on property at 205 Sixth Avenue. I conferred with the Commissioner of the Revenue
<br />and I find that this was a double assessm'enr and ~$3.59 should be refunded.
<br /> 2. Request of T. O. Williams, Inc., for refund of $296.~6'for taxes paid on real estate for
<br />the years 1951, 1952 and 1953. I find that the assessors in 1950 assessed the land of T. O. Williams, Inc., on
<br />the north side of Wythe S t., both as a single assessment at $3,000.00 and as eleven separate assessments aggre-
