Consideration of the $35,000 for an increase in City Council saares in the City <br />Council Budget separately from the adoption of the Operating Budget. <br /> <br />and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR <br />OPERATION OF THE CITY GOVERNMENT FOR AN DURING THE FISCAL YEAR <br />BEGINNING JULYl, 1997AND ENDINGJUNE30,1998." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Holley <br />Nays: None <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to increase the salary of City <br />Council by $5,000, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Pitts, Holley <br />Nays: Berm, Martin <br /> <br />97- 136 - Adoption of the following resolutions approving the five-year Capital <br />Improvement Plan for 1997-2002, and a one year Capital Improvement Program for <br />1997-98, and the issuance of General Obligation Bonds to provide the necessary <br />funds for the various improvement projects, and an ordinance to appropriate the <br />funds necessary for implementing the 1997-98 Capital Improvement Program. <br /> <br />a) Adoption of a resolution approving the 1997-98 through 2001-02 <br /> Capital Improvement Plan. <br /> <br />b) <br /> <br />Adoption of a resolution authorizing the issuance of $5,620,000 of General <br />Obligation Bonds ($8 million ~n new authorization less $3.9 million already issued <br />for Norcom High School, plus $1,520,000 in future authorizations for the <br />Children's Museum). <br /> <br />c) <br /> <br />Adoption of an ordinance appropriating $14,654,263 from the Capital <br />Improvement Fund and $3,513,252 from the Public Utilities Capital Improvement <br />Fund for the implementation of the 1997-98 Capital Improvement Pro. gram. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution approving the 1997-98 through 2001-02 Capital <br /> Improvement Plan. <br /> <br />Adoption of a resolution authorizing the issuance of $5,620,000.of General <br />Obligation Bonds ($8 million ~n new authorization less $3.9 million already issued <br />for Norcom High School plus $1,520,000 in future authorizations for the <br />Children's Museum). <br /> <br />· Adoption of an ordinance appropriating $14,654,263 in the Capital Improvement <br /> Fund and $3,513,252 in the Public Utilities Capital Improvement Fund. <br /> <br />Purpose and Need: <br /> <br />The CIP is the City's plan for major construction projects over the next five years. <br />It is a primary means of carrying out the City Council's goals for neighborhood <br />quality and economic development. <br /> <br />The City Council held a joint public hearing with the Planning Commission on <br />March 25, 1997 on the proposed CIP. The Planning Commission has endorsed <br />the proposal. <br /> <br /> <br />
