!119 4. Amendment to the line item of the Fine Arts Commission for the appropriation of $2,000 to the Virginia Symphony; and 5. Consideration of the $35,000 for an increase in City Council saares in the City Council Budget separately from the adoption of the Operating Budget. and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY GOVERNMENT FOR AN DURING THE FISCAL YEAR BEGINNING JULYl, 1997AND ENDINGJUNE30,1998." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Holley Nays: None Motion by Mr. Pitts, and seconded by Mr. Griffin, to increase the salary of City Council by $5,000, and was adopted by the following vote: Ayes: Clemons, Griffin, Pitts, Holley Nays: Berm, Martin 97- 136 - Adoption of the following resolutions approving the five-year Capital Improvement Plan for 1997-2002, and a one year Capital Improvement Program for 1997-98, and the issuance of General Obligation Bonds to provide the necessary funds for the various improvement projects, and an ordinance to appropriate the funds necessary for implementing the 1997-98 Capital Improvement Program. a) Adoption of a resolution approving the 1997-98 through 2001-02 Capital Improvement Plan. b) Adoption of a resolution authorizing the issuance of $5,620,000 of General Obligation Bonds ($8 million ~n new authorization less $3.9 million already issued for Norcom High School, plus $1,520,000 in future authorizations for the Children's Museum). c) Adoption of an ordinance appropriating $14,654,263 from the Capital Improvement Fund and $3,513,252 from the Public Utilities Capital Improvement Fund for the implementation of the 1997-98 Capital Improvement Pro. gram. Recommendation: · Adoption of a resolution approving the 1997-98 through 2001-02 Capital Improvement Plan. Purpose and Need: The CIP is the City's plan for major construction projects over the next five years. It is a primary means of carrying out the City Council's goals for neighborhood quality and economic development. The City Council held a joint public hearing with the Planning Commission on March 25, 1997 on the proposed CIP. The Planning Commission has endorsed the proposal.
