Martin, Pitts, Holley <br />Nays: None <br /> <br /> Motion by Mr. Benn. and seconded by Mr. Clemons, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN <br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Holley <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to approve.the Annual <br />Operating Budget for the fiscal year beginning July 1, 1997, as recommended by the <br />City Manager with the following amendments: <br /> <br />1. In the category of support to civic organizations: PARC Inc.; HER Shelter; <br />Endependence Center; Portsmouth Community Health Center; and MAPP, there <br />shall be an additional amount funded not to exceed $80,189 from the operating <br />Contingency line item for the additional requests of these organizations. The City <br />Manager is to further evaluate the requests and provide a recommendation, and <br />level of funding, to Council by July 1, 1997 on the use and allocation of these funds <br />or any portion of these funds; and <br /> <br />2. n addition to the amount recommended by the City Manager for school funding, <br />an additional $800,000 shall be appropriated for a tota of $1.3 million to be <br />allocated as appropriated by the City Manager in the Budget Category items in the <br />School Board of Personnel and Maintenance as indicated by the School Board as <br />being priority. This additional appropriation shall consist of the original $500.000 <br />recommended by the City Manager; $500.000 from the cash transfer to the CIP for <br />additional air quality improvement to Churchland High School and $300,000 from the <br />cash transfer to the Public Utility Fund; and <br /> <br />3. During the course of this budget process, a dialogue has been established <br />between the School Board and City Council to identify and develop, those areas of <br />common interest and activities which will result in a more efficient and cost effective <br />delivery of services. T~o establish this higher level of accountability, the City Council <br />directs the City Manager, and requests that the School Board to direct the <br />Superintendent, to jointly review all non-instructional categories of the School Board <br />Budget, and corresponding categories in the City Budget, and provide a plan to the <br />City Council and School Board, not later than September 30. 1997, to provide for a <br />mutual reduction of operating expenses of not less than $250,000 to be implemented <br />in the 1998-99 Budget; and <br /> <br /> <br />
