May 6. 1997 <br /> <br /> At a Regular Meeting of the City Council he!d on Tuesday, May 6, 1997, there <br />were present: <br /> <br /> Mayor James W. Holley Ill. Vice Mayor Johnny M. Clemons. Bernard D. <br />Griffin, Sr., James T. Martin: Cameron C. Pitts, J. Thomas Benn III, Ronald W. <br />Massie, City Manager, G. Timothy Oksman, City Attorney, <br /> <br /> Councilman Berm opened the meeting with prayer which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> - CiTY MANAGER'S REPORT - <br /> <br /> Motion by Mr. Martin. and seconded by Mr. Pitts. to suspend the rules of order <br />to hear the speakers for the Operating Budget and the Capital Improvement Plan, <br />and was adopted by unanimous vote. <br /> <br />1. Byron Kloeppel, 501 Elizabeth Place, School Board Chairman, requested full <br />funding for the school system. <br /> <br />2. John McBride, 1930 Martin Avenue, Chesapeake, Vice Chairman for the Municipal <br />Finance Commission, spoke in support of the recommended operating budget and <br />Capital Improvement Plan. <br /> <br />3. Jamie Adair, 362 Washington Street requested additional funding for PARC. <br /> <br />4. Frank Thompson, 303 Marlboro Lane, requested full funding of the school system <br /> <br />5. Karen Jordan, 107 EImhurst Court, requested full funding of the school system. <br /> <br />6. Leann Mandaleris, 144 Tyler Crescent West, requested full funding of'the school <br />system. <br /> <br /> 7. Kelly Bohlmen, 3501 King Street, requested full funding of the school system. <br /> <br /> 8. Deborah Brunick, 3907 High Street, requested full funding of the school system. <br /> <br /> 9. Jean Shackelford, 2437 Sterling Point Drive, spoke in support of the Capital <br /> Improvement Plan. <br /> <br /> 10. Patricia Taylor, 2632 Greenwood Drive. spoke in support of the Capital <br /> Improvement Plan. <br /> <br /> 97 - 135 - Adoption of the following ordinances recommending the proposed annual <br /> operating budget for fiscal year ending June 30, 1998. <br /> <br /> a) Adoption of a~ ordinance to re-establish the current tax rates on real estate, <br /> tangible personal property, privately owned pleasure boats, privately owned <br /> camping trailers 'and motor homes, and machinery and tools. <br /> <br /> b) Adoption of an ordinance to amend Chapter 16 of the City Code by increasing the <br /> basic monthly rate for refuse collection from $14 to $15 with corresponding <br /> adjustments in the rates for more frequent collection customers. <br /> <br /> c) Adoption of an ordinance to amend Chapter 22 of the City Code to increase the <br /> fee for motorcycles from $18 to $24, the average automobile license fee from $23 <br /> to $25 and the fee for vehicles over 4.000 pounds from $28 to $30. <br /> <br /> d) Adoption of an ordinance to amend Chapter 38 of the City Code pertaining to <br /> water service charges and sewer service charges. <br /> <br /> <br />
