May 8, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, May 8, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on April 24, 2001, a Regular Meeting on April 24, 2001, and a <br />Called Meeting on May 1, 2001, and was adopted by unanimous vote. <br /> <br />01 - 147 - Presentation: <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to consider agenda <br />items 01-149 and 01-134 prior to the public hearing on the operating budget, and was <br />adopted by unanimous vote. <br /> <br />- Public Hearing - <br /> <br />01 - 149 - Public hearing on use permit applications: <br /> <br />(a) UP-01-02 <br /> <br />PRENTIS PLACE NEIGHBORHOOD - Request of <br />Christian Outreach Ministries to operate transitional <br />1708 Prentis Avenue. <br /> <br />Portsmouth <br />housing at <br /> <br />1. Faye G. Wescott, 1615 Prentis Avenue, spoke in support of the use permit. <br /> <br />2. Sandra Evans, 1702 Prentis Evans, spoke in opposition to the use permit. <br /> <br />3. Clarence Harrison, 11 Cammy Circle, spoke in support of the use permit. <br /> <br />4. Richard L. Cleveland, 1731 Maple Avenue, spoke in opposition to the use permit. <br /> <br />5. Luvinia Cheeks, 1416 Maple Avenue, spoke in opposition to the use permit. <br /> <br />6. Yvonne Cleveland, 1731 Maple Avenue, spoke in opposition to the use permit. <br /> <br />7. Raymond Parker, 1705 Piedmont Avenue, spoke in support of the use permit. <br /> <br />8. Reggie Allen, 1421 Wilcox Avenue, specified that this item is located in Prentis <br /> Place. <br /> <br />9. Raleigh Harlsey, 2124 Peach Street, spoke in opposition to the use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-01-02 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(b) UP-01-09 <br /> <br />CRADOCK NEIGHBORHOOD - Victoria W. Connelly requests a <br />use permit to operate a 50-seat restaurant at 53 Afton Parkway. <br />The site is zoned Historic Limited Business (HLB). The <br />Comprehensive Plan recommends commercial development of the <br />site. <br /> <br /> <br />
