July 27th, 1954. - AugnS~ 1954. <br /> <br /> hmW BusINESS <br /> 54-217 The following letter from the City Clerk waS read: <br /> "It will be necessary at this meeting for the Council to elect a Civil and Police <br />Justice for a four year Term beginning September 1st, 1954." <br /> MoTion of ~lr. Howard ~o go into the election of a Civil and police Justice and <br />Judge of Juvenile and Domestic Relations Court, was adopted. <br /> Mr. Howard nominated W. H. W. Cassell for Civil a~d Police Justice and Judge of <br />the Juvenile and Domestic Relations Court. <br /> Motion of Mr. Smith that nominations be closed, was adopted. <br /> .Vote being taken, Judge Cassell was elected for a four year term beginning Septem-i <br /> <br />bet 1st, 1954. <br />was presented. <br /> <br />54~218 - Bill from D. M. Lawson in the amount of $31.85 for chickens killed by stray dogs, <br /> <br /> Motion of Mr. Grimes to refer back.To the Game warden for a certification to the <br />effect that the chickenS were properly inclosed in accordance with the ordinance of the City, was adopted. <br /> On motion adjo~rued. <br /> <br />Approved - <br /> <br /> president. <br /> <br />54-216 - <br /> <br />Approved - <br /> <br />Portsmouth, Va., Augus~ 3rd, 1954. <br /> <br />At a called meeting of the City Council, held on AuguSt 3rd, 1954, there were present: <br />Fred A Duke, Frank N. Bilisoly,Jr., George L. Grimes, R. E. Hawks, C.C. Houghton,Jr., <br />J. N. Howard, E. W. Lawrence, R. Irvine Smith, E. R. Sturtevant. C. E. Warren, <br />Pearle J. Wilson, I. G. Vass,City Manager, and H. C. Barclay, City Attorney. <br /> <br />The following call for the meeting was read: <br /> <br /> "You are requested to attend a called meeting of the City Council in the Council <br /> Chamber at 7:30 P.M., on Tnesday, August 3rd, to consider an omdinance for the <br /> issuance of General Improvement Bonds. By Order of the President." <br /> <br />The following letter from the City Manager was read: <br />"It being necessary To issue bonds for new sewers in the amount of $550,000.00, for Highway <br />Improvements in the amount of $250,000.00, for Street Improvements in the amount of <br />$42,000.00, for Sidewalk Natching funds in the amount of $8,000.00, I submit the attached <br />ordinance and recommend that it be placed on first reading." <br /> <br />Notion of Mr. Hawks to place the following ordinance on first reading was adopted: <br /> "AN ORDINANCE AUTHORIZING THE ISSUANDE OF EIGHT HUNDRED AND FIFTY THOUSAND <br /> DOLLARS OF BONDS OF THE CITY OF PORTSMOb~H~ VIRGI~Lt, TO BE KNOWN AS IMPROVEMENT <br /> BONDS, FOR T~E pURPOSE OF OPENING ANDPAVING STREETS, INSTALLING STORM DRAINS, <br /> SANITARY SEWER~, CURBS AND GUTTERS AND MAKING CERTAIN STREET IMPROVEMENTS IN <br /> THE SAID CITY, MAKING PROVISION FOR TP-H~ FORM OF SAID BONDS AND FOR THE pAYMENT <br /> THEREOF" <br /> <br />On motion adjourned. <br /> <br />City Clerk. <br /> <br />President. <br /> <br /> <br />
