137. <br /> <br />August lOth, 1954. <br /> <br />At a regular meeting of the City Council, held on August 10th, 1954, there were present: <br /> <br />Fred A Duke, Frank N. Bilisoly, Jr., George L. Grimes, R. E. Hawks, C.C.Heughton,Jr., <br />E. W. Lawrence, R. Irvine Smith, E. R. Sturtevant, C. E. Warren, Pearle J. Wilson, <br />I. G. Vass, City Manager, and R.C. Barclay, City Attorney. <br /> <br />read and approved. <br /> <br />Minutes of regular meeting of July 2?th, 1954 and called meeting of August 3rd, 1954 were <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 54-219 - "I submit the attached letter'from Gen. James A. Anderson, Highway Commissioner, concern- <br />ing the median strip on High Street in the City of Portsmouth. This is for your information." <br /> <br />On motion filed. <br /> <br /> Motion of Mr. Hawks that the City Council go on record as being ready to provide the neces- <br />sary funds for the construction of the new City Park Bridge at such time as the State is ready to proceed with the <br />construction, was adopted. <br /> <br /> 54-220 - "I am submitting the attacked report from Delinquent Tax Collector. This report is for the <br />months of May, June and July, 1954, for the City, in connection with annexation." <br /> <br />On motion filed. <br /> <br /> 54-221 "I recommend that the sum of $119,437.84 on first reading, to defray the cost .of the construc- <br />tion of sanitary sewers in accordance with the attached estimates. <br /> <br />Motion of Mr. Sturtevant to place an appropriation of $119,437.84 on first reading, for said <br /> <br />reading." <br /> <br />54-222 - "I submit the attached amendment to the City Code and recommend that it be placed on firs~ <br /> <br />Motion of Mr. Hawks to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO Ak{END AND RE-ORDAIN SECTION 6-2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1951, RELATING TO OLIVE BRANCH CEMETERY" <br /> <br />reading." <br /> <br />54-223 - <br /> <br />"I submit the attached amendment to the City Code and recommend that it be placed on first <br /> <br />Motion of Mr. Hawks to place the following ordinance on first reading, was adopted: <br /> <br />'~N ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951, BY <br />ADDING THERETO A NEW SECTION TO BE KNOWN AS SECTION 6-16.1, RELATING TO THE <br />SALE OF LOTS IN.Tht~,CITY,CF~TERIES TO NON-RESIDENTS" <br /> <br />- UNFINISHED BUSINESS <br /> <br />read: <br /> <br />54-215 - <br /> <br />The following ordinance, placed on first reading at last ~egutar meeting, was taken up and <br /> <br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF ONE MILLION, FIVE HUNDRED THOUSAND <br />DOLLARS OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS SCHOOL <br />BONDS, FOR THE PURPOSE OF ER ECTING A PUBLIC HIGH SCHOOL BUILDING IN THE SAID <br />CITY, M~ING PROVISION FOR THE FOR~OF SAID BONDS AND FOR THE PAYMENT THEREOF." <br /> <br />On motion of Mr. Houghton, said ordinance was adopted, and~y the following vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Duke, Bilisoly, Grimes, Hawks, Houghton, Lawrence, Smith, Sturtevant, <br /> Warren, Wilson <br />None <br /> <br /> 54-216 - The following ordinance, placed on first reading at called meeting on August 3rd, was <br />taken u~ and read: <br /> <br />'~N ORDINANCE AUTHORIZING THE ISSUANCE OF EIGHT HUNDRED ANDFIFTY THOUSAND <br />DOLLARS OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS I~PRO~E- <br />~ENT BONDS, FOE THE PURPOSE OF OPENING ANB PAVING STREETS, INSTALLING STORM <br />DRAINS, SANITARY SEWERS, CURBS AND GUTTERS AND NAKING CERTAIN STREET I~tMROVE- <br />~ENTS IN THE SAID CITY, MAKING PROVISION FOR THE FOR~ OF SAID BONDS AND FOR <br />THE PAYMENT THEREOF." <br /> <br />On motion of Mr. Hawks, said ordinance was adopted,and by the following vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Duke, Bilisoly,'Grimes, Hawks, <br /> Warren, Wilson <br />None <br /> <br />Houghton, Lawrence, Smith,Sturtevant, <br /> <br /> 54-218 - Bill from D.M. Lawson for chickens killed by stray dogs, amounting to $31.85, deferred <br />from last meeting, was taken up. <br /> <br /> Motion of Hr. Grimes that the City Treasurer be authorized to pay said bill from funds in <br />her hands from collection of Dog Taxes, was adopted. <br /> <br /> <br />
