<br />Minutes of regular meeting of September 28th, 1954 were read and approved.
<br />
<br />54-270 - Motion of Mr. Howard to suspend the rulesto hear from Frank D. Lawrence, was adopted.
<br />
<br /> NLr. Lawrence spoke cencerniD~ the rent owed by the Portsmouth Baseball Corporation for
<br />the use of the City Stadium.
<br />
<br /> 54-271 - Mr. Bilisoly, reporting for the committee appointed to study the leasing of the City
<br />Farm property, recommended that the City ~anager advertise the property for lease for construction and operation
<br />of a golf course, and, on his motion, this was adopted.

<br />The following reports from the City Manager were read:
<br />
<br /> 54-272 - "This is in reference to a petition filed at the last regular meeting of C~uncil ad-
<br />dressed to the City Council, Mayor and City Manager, wherein the citizens who signed the petition, petitioned the
<br />Council, Mayor and City Manager to authorize the use of all cemeteries which are owned, maintained or operated by
<br />the City for the burial of any citizen regardless of race~ creed or color.
<br /> It has been determined that there are some twelve or more cemeteries located within
<br />a few miles of the City of Portsmouth~principally church and family cemeteries, where the Negro population bury
<br />their dead.
<br /> There are alse two privately owned negrocemet~ries within the City limits of the
<br />City of Portsmouth or adjacent thereto. These cemeteries are owned by Carl Wimbrough and Associates and provide
<br />ample room and comparable service except for m~intenance of the grounds as that provided by the City of Port~mo~th
<br />at from 1/2 to 1/3 the cost ~o the citizens for interring bodies.
<br /> Since receiving the petition reqnesting that space be provided by the City for a bur-
<br />ial ground for the Negroes and since practically the entire burial grounds new operated by the City have been sold
<br />and very little space is left, I recommend that the question be referred to the City Planning Commission with the
<br />request that they make'a study of the needs of the City for burial grounds and recommend to the City Council their
<br />findings at as early a date as, can be reported."

<br />with a request that a report be made within thirty to sixty days, if possible, was adopted.

<br /> 54-273 - "I submit the attached report on bids received on repairs to the incinerator, and recomj
<br />mend that the contract be awarded ~o C. E. Thurston ~ Sons, Inc., the low bidder, and that an appropriation of
<br />$15,500.00 for said purpose, be placed on first reading."
<br />
<br /> Motion of Mr. Howard that the contract be awarded to the low bidder and that an appro-
<br />priation of $15,509,00 be placed on first reading, was adopted.
<br />
<br /> 54-274 - Mr. Horace Edwards, who was employed to represent the City in the Annexation case, has
<br />become City Manager of the City of Richmond, and he finds he is unab~ to give the case the attention which is re-
<br />quired of a lawyer. 6e has suggested that another lawyer be employed in the case. W.L. Parker, of Norfolk, is
<br />willing to take the case as leading counsel. I therefore request that I be authorized to employ Mr. Parker and
<br />such other legal assistance as(Dnnsel may deem necessary."
<br />
<br /> Motion ef Nm. Howard that, on the approval of the City Attorney, W.L. Parker be employ~
<br />as attorney for the City in the Annexation, was adopted.
<br />
<br /> 54-275 - "I submit the attached letter from American Legion Post #37 and an amendment to Section
<br />2-35 of our City Cede, concerning holidays, for your consideration."

<br />"At a meeting of the Honorable City Council, held in the month of November, 1953, a
<br />resolution was presented by representatives of Portsmouth Post 37, The ~merican Legion,
<br />Department of Virginia, requesting that Armistice Day, now referred to as Veteran's
<br />Day, he declared a legal holiday in th6 City of Portsmouth. This resolution was
<br />unanimously passed by the Honorable Council and the City Manager and City Attorney
<br />were instructed to include this date in the City Code as a recognized holiday.
<br />It ~s respectfully requested that Portsmouth Pest 37, The ~nnerican Legion, Depart-
<br />ment of Virginia, be advised as to the expected disposition of this matter."

<br />Motion of Mr. Howard that the City ~&elare a holiday on Armistice Day, November llth,
<br />
<br /> 54-276- "I recommend that an appropriation of $1,500,000.00 from the Bond Funds for Schools be
<br />placed on first reading."
<br />
<br /> Motion of Mr. Bilisoly to place an apprepriaiion of $1,500,000.00 for said purpose, on
<br />first reading, was adopted.
<br />
<br /> 54-277 - "I recommend that an appropriation of $438,000.00 from the Bond Revenue Fund for sur-
<br />veys, plans and constructio~ of streets, highways, be placed on first reading."
<br />
<br /> Motion of Mr. Lawrence to place an appropriation of $438,000.00 for said purpose, on
<br />first reading, was adopted.
