126 May 13 1997 At a Regular Meeting of the City Council held on Tuesday, May 13, 1997, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D: Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Councilman Cameron C. Pitts opened the meeting, with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to orderand welcomed all in attendance. Motion of Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on April 21, 1997; a Called Meeting on April 22, 1997; a Regular Meeting on April 22, 1997; a Called Meeting on May 6, 1997; a Regular Meeting on May 6, 1997; and was adopted by unanimous vote. 97 - 140 - Presentations: · Presentation to the Hoffler Creek Wildlife Foundation. · Proclamation presented to Carroll Creecy for Business Apprec at on Week. · Proclamation presented to Barry HobbS for"National Home Remodeling Month." · Proclamation presented to' Jack and Peg Nourie for "National Safe Boating Week." · Proclamation presented to Theresa Vick for "NAIW (National Association of Insurance Women) Week." · Proclamation presented to Chief Dennis Mook for"Police Week." Presentation of a .sPecial lapel pin to a newly appointed Board and Commission member. - PUBLIC HEARING - 97 - 141 - Public hearing on rezonings and use permits: (a) Z-96-12A WEST NORFOLK NEIGHBORHOOD Rezoning application of the City of Portsmouth for technical corrections of the previous Comprehensive rezoning of the area. 1. Steve Hassell, 3504 Channel Avenue, spoke in support of the proposed rezoning. Motion by Mr. Martin, and seconded: by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-96-12A be approved on first reading, and was adopted by unanimous vote. (b) Z-97-06 DOWNTOWN NEIGHBORHOOD - Request of Charles Reid to rezone property from Downtown D-2 (Residential) to Downtown D-2-1-K (industrial'Conditional) to operate an auto repair business at 459 Perry Street. Motion by Mr. Martin, and .seconded by Mr. Clemons, to concur with the recommendation of the Planning Commission: that Z-97-06 be approved on first reading, and was adopted by unanimous vote. (c) UP-97-11 HODGES MANOR NEIGHBORHOOD - Use permit request of China Market Enterprises, LTD, for a retail business expansion at 3535 Airline Boulevard.
