The Hampton Roads S~nitation Commission is <br />new in the process of spending thousands o£ dollars to reline some of their <br />se~rs ~ue to~he.a%~eriora~e~ comditions caused by hydrogen sulfide. <br /> Since August lop 1954, we have been keeping a record of the number of <br /> <br />tank loadsdispo~ed of at our plant: <br /> August 1954 ............ 37 loads <br /> September ............ 84 <br /> October ................ 68 <br /> November ................ 74 " <br /> December ................ 76 <br /> <br />All of the tank trucks thut dump at our plmnt are 750 gallon capacity or less. <br />The Hampton Roads Sanitation Commission c~rges $1.00 per loud for a truck of <br />this size and $1.00 for each additional 750 gallons. If we mmke a chsrge for <br />this ~ervice~ the firms will merely p ass it on to the property owners ~nd some <br />extra could be added. W~at tko City would derive mould not pay the cost of col- <br />lo, ting t~e money, also it might tempt the drivers of the tr~cks to dispose ef <br />ii in the marshes or ravines or any place they could get by with it; thereby <br />creating a health hazard which could be serious. It is my recommendation that <br />no charge be made for this service at this time." <br /> <br /> Motion of Mr. Smith that the City Manager be instructed to bring in an ordinance imposing <br />charges on persons dumping cleanings from septic tanks at the sewsge treatment plaUt, was adopted. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 54-316 - The following ordinance, pla~ed on first reading at meeting of December 28th, 1954, was <br />taken up and read: <br /> <br />"~ ORDINANCE TO A3IEND AND RE-ORDAIN SECTION 17-55 OF THE CODE OF THE <br /> CITY OF PORTSMOLr~H~ VIRGINIAs 1951, PROHTBITING CARR~r~NG CONCEALED WEAPONS" <br /> <br /> ~otion of Mr. Lawrence that the ordinance be referred to the City Attorney, Judges and <br />Chief ef Police for further study~ was adopted. <br /> <br /> 54-321 - <br />taken up and read: <br /> <br />The following ordinance, planed on first reading a~ meeting of December 28th, 1954,was <br /> <br />"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANES LOCATED IN 'l'~t~ <br />CITY OF PORTSMOUTh FOR THE YEAR 1954 AND ANNUALLY THEREA~"I~, FIXING <br />TIlE RATE AND REQUIRING ~ME P~ THEP~OF, REQUIRING CERTAIN REPORTS, <br />AND PRESCRIBING PENALTIES FORT HE VIOLATION THEREOF" <br /> <br />On motion of Mr. Bilisely, said ordinance was adopted and by the following vote: <br /> <br />Ayes: Duke, Bilisoly, Baker~ Grimes, Lawre=ee, Hawks, Howard, <br /> Smith, Sturtevant <br />Nays: None <br /> <br />- NE~ BUS IESS <br /> <br />55-15 - The folIowin~ communication from Norfolk County Bosr~ of SuperVisors was read: <br /> <br /> "At the regular meeting of the Board of SupervisorS of Norfolk County, held in <br />the Supervisors' rooms, at the Clerk's office~ Tl/esday, January llth, 1955, at 10:00 <br />A.M., the f~ll~wing resolution mas <br /> Mr. Hayweod advised tlLat, d~ring three recent ~fires in the Churehtand area~ V~ater <br />pressures had been insufficient to adequately battle the fl~m~s. ~r. HaySeed alleged <br />that fire en'gine pumps had s~cked the waterlines d~y ~nd tl~at it had become necessary <br />on one occasion to r~n the firen'~r~ck iuto the river in an attempt t~ ge~ water~ <br />Mr. Haywood alleged also that rmany complaints have been made by people of the Green <br />Acres, Simonsdale and Churchland areas of lack of water press~Lre in their homes. <br /> On motion ef Mr. H~yw~od, seconded by Mr. Miller, the Board directed ~t the <br />City of Portsmuuth.be requested to give the governing body of the ~un~y s~me reason <br />for the lack of water sapply and that the City of Portsme~Ja be asked if~something <br />can ne~ be done to remedy th~ situation. <br /> All voting 'Yes'." <br /> <br />Motion of Mr. Howard to refer to the City Manager for report, was adopted. <br /> <br />55-16 - The foIloming letter from A.T. McRainey was read: <br /> <br /> "In t954, I was assessed for a I954 Dodge pickup truck, valued at $1,758.00 with ta~es <br />for same amounting to $43.75. This assessmen~ was erroneously made due to the fact that the truck mss not pur- <br />chased until March 30, 1954, mud was not owned by me on the assessment date of January I, 1954. As these t~xes <br />have been 'paid, it is requested that a refund in the amount of $43.75 be m~de to me." <br /> Motion of ~ir. Howard to refer to the City Attorney, was adopted. <br /> 55-17 - Motion of Mr. ~akem_ ~o refer to the TranSportation Committee the question of negotiating <br />a new agreement with the Tunnel Commission concerning the operation of tunnel Buses over the streets of Ports- <br />moath, was adopted. <br /> 0nmotiee adhio~rned. <br /> <br />Approved <br /> <br />Clerk. <br /> <br /> <br />
