<br /> ~NEREAS, these lands are of Sufficient width to accommodate the construction
<br /> of this portion of Route l?-A in accordance with stated specifications cud
<br /> still have a residual surplus of considerable proportions; and
<br /> WHEREAS, those in ~ authority have determined to jam thi~ entire section of
<br /> the projected-construction tightly against the eastern edge of thickly popu-
<br /> lated Westhaven Park while considerable surpluses remain along the opposite
<br /> edge of the required width; and
<br /> WHEREAS, the placement ~nd proximity of what is expected to be a heavily
<br /> traveled hi ghway, does constitute a grave danger to the children of the area,
<br /> To pets and to intersecting traffic because of limited sight distances; and
<br /> WHEREAS, the City of Portsmouth is at present pursuing a ruthless process
<br /> of acquiring additional 'lands which would m,~e the creation of this death
<br /> trap an irrevocable fact; and
<br /> WHEREAS, all competent authorities agree that every reasonable safety measnre
<br /> should be incorporated into the planning and placement of new highways; and
<br /> ~HEREAS, the City o£Portsmouth did not make its intention~ known to the
<br /> footed residents of Westhaven Park until various dates subsequent to 3 January
<br /> 19§~ and
<br /> WHEREAS, the elapsed period of tim~, since notification of intent, is unreason-
<br /> ably brief, it ia eot conducive to intelligent consideration of all involved
<br /> factor~; be it
<br /> RESOLVED, that the Council of the City of Portsmouth be requested, by copy of
<br /> this resolution, to direct the City ~m~ager to rescind ail notices issued
<br /> over his signature and relative to acquiring additional parcels of land along
<br /> the eastern extremity of Westhaven Park; and be it further
<br /> RESOLVED, that the Council be requested, by copy of this reaolution, to direct
<br /> the City tlanager ~o ceas~ all efforts intended to acquire these same parcels
<br /> of land until an integrated and comprehensive study can be mm~e of all the
<br /> fmctors which may be involved; and be it further
<br />RESOLVED, that the Chairman of the' Council he requested, by copy of this reso-
<br />lution, to direct the City Manager to have available for the enlightenment
<br />and edification of all interested parties-at the January 25th meeting of the
<br />Council, charts, maps or drawings pertin~mt to that t~ortion of Route 17-A which
<br />passes the eastern extremity of Westhaven Park; and be it f~rther
<br />RESOLIDED, that the Comacil be r~quested, by copy of this resolution, to grant
<br />audience at the January ESth meeting of the Council to a representative group
<br />of ~esthaven Park residents for the purpose of presenting and receiving facts,
<br />figures and recommendations, which are not pertinent to this matter; and be it
<br />'further
<br />RESOLYED, that the Council be requested, by copy of this resolution, ~o arrange
<br />a conference between representative groups of locally interested p~rties and
<br />representatives of the Virginia Highway Commission and at least one other person
<br />having Highlvay Safety Engineering qualifications. This conference to be called
<br />for the purpose of developing recommendations intended to mitigate the inherent
<br />hazard~ of a major highway p~f'ing closely to a thickly popnlated residential
<br />~rea; and be it further
<br />RESOLVED, that t~e Westhaven Park Civic League recommend ~o those in authority
<br />that where Route 17 - A pas~e~ Westhaven Park, the proposed project in its
<br />entirety be relocated e~stWard a distance at leust equal to the vrldth Of the
<br />median separator strip which is presently shown on applicable drawings; and
<br />be it further
<br />RESOLVED, that the Westhaven Park Civic L~agae use all the mean~ at its dis-
<br />posal to oppose the placement of this section of Ro~te 17-A in the position as
<br />presently ~hown on applicable drawings and to ~ntinue such opposition until
<br />tho~e in wathority can lay before competent impartial authorities; clear and
<br />smfficiont reasons in suppor~ of why a slight relocation of this section of
<br />Route 1T-A wowld not he fea~ibl~ a~d compatible with the general plans; and he
<br />it further
<br />RESOLVED, that a copy of this remolution be forthwith transmitted to His Honor
<br />the llayor of the City of Parifm~utb, the City Manager, Cotmcilman B.W.
<br />the Virginia Highway Cowm~ssion and the Preen; ~ he it further
<br />RESOLVED, that all of the foregoing be se Stated for the record.

<br />ing to the l~catio~ of the Hamilton Aven~e by-pass.

<br /> Motion of Mr. Baker that the City Mau~ger and the officials of the Highway Department have
<br />a meeting with the interested members of iesthaven Park Civic League at the earliest possible date, was adopted.

<br /> 55-4 - "I am reporting that a deed has been secured for additional land ~o widen Elm Avenue from
<br />Connty Street to South Street. A contract has been le~ by the o~rner to have the hense moved and relocated of
<br />the lot to enable the street widem3_ug. A~ soon a~' the honse has been moved, I will report to the C~u~cil and
<br />previde an estimzte of ,ihe cost of the improvements of the street."

<br />Attached - "From the best information we can obtain, the City of Baltimore, Md. is the only
<br /> city that levies a tax against all forms of tobacoo products, including cigars.
