<br />cation of George W. Cooper, was adopted.

<br />The following reports from the .city Manager were read:

<br /> 55-32 - "I submit the attached letter and repor~ from W B Smith, Urban Engineer of the Depart-
<br />ment of Highways, concerning the Hamilton Avenue by-pass that was referred to the City Manager, Director ef Public
<br />Works and officials of the Department of ttighways for a mee$ing with in~erested parties concerned in the ma~ter~
<br /> I recommend that there be ~o change made in the present plans submitted by the Bureau
<br />of Public Read~ and the D~partment of Highways for the construction ef this Highway and that the c~arb, radii at
<br />Scott, Duke, Brighton and Henry Sis. be decreased from 25 to 20 feet, which will net require any additional Right
<br />of Way at these street ¢ornere and that the cases be eliminated from the condemnation proceedings now pending."

<br />Motion of Mr. Baker to suspend the rules to hear fr~m 17. E. Wnukoski, was adopted.

<br /> Mr. Wnukoski spoke objecting to the location of the Hamilton Avenue by-pass and pre-
<br />sented the following petition:

<br /> "We, the undersigned residents of Westhaven Park, do hereby petition the Council of the
<br />City of Portsmouth, C~mmenwealth of Virginia, to authorise and cause ~o be resurveyed for the purpose of relocat-
<br />ing, that poi~t~o~ of proposed Route ~7 A which is now in close contact with th~ eastern extremity of Westhavon Park~.
