.1 3 6 May 27. 1997 <br /> <br /> WHEREAS, his legislative achievements in the House of Delegates have <br />included: legislation on education disparity which gave the City more than <br />$6,000,000 for reduced classroom s~ze, education technology, and at-risk children <br />obtaining federal and state funding for the Western Freeway, thus freeing up large <br />sums of money for local road and highway projects: obtaining funding for the Pinners <br />Point Connector, ,the Virginia Sports Hall of Fame, and the Children's Museum; <br />providing tax relief for senior and handicapped citizens; protecting the environment <br />by blocking the western expansion of the Craney Island dredge spoils disposal area: <br />and sponsoring an amen(: merit to the Omnibus Education Act to provide that all <br />State Lottery funds shall be used for public education; and <br /> <br /> WHEREAS, his legislative achievements have also inctuded a wide vadety of <br />initiatives aimed at protecting children and families, including: making it a felony to <br />furnish firearms to minors; the creation of Gun Free School Zones; the Safe Streets <br />Agenda, including bail bond reform to keep drug lords and violent offenders behind <br />bars and increasing the penalties for intimidating witnesses; the I.D.E.A. Ilntensified <br />Drug Enfomement Act) Grant Fund, which has provided over $12.000,000 in law <br />enfomement grants, of which over $2,000,000 has been distributed locally and <br />continues to provide the community with resources to fight drugs and drug related <br />activities; allowing Juvenile Courts to release the names of juveniles charged with <br />violent crimes; and providing increased funding for our Police Department; and co- <br />sponsored the Abolish Parole and Put Truth in Sentencing Act and the Juvenile <br />Justice Reform Act; and <br /> <br /> WHEREAS, he has now been appointed Judge of Portsmouth Juvenile and <br />Domestic Relations Court. where he will continue to faithfully serve Portsmouth <br />through administering justice under the rule of law to all juveniles and families who <br />fall within the proper jurisdiction of his Court; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City does hereby commend and express its <br />appreciation to The Honorable William S. Moore, Jr. for his past service to the City, <br />and does also express its appreciation, in advance for the future service he will <br />render in his new capacity as Judge of Portsmouth Juvenile and Domestic Relations <br />Court." <br /> <br />Ayes: @enn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />- PUBLIC HEARING - <br /> <br />97- 157 - <br /> <br />Public hearing on an amendment to the Comprehensive Plan, a <br />rezoning, and use permits: <br /> <br />(a) CP-97-01 <br /> <br />CHURCHLAND NEIGHBORHOOD - Request of the City of <br />Portsmouth to amend the Comprehensive Plan's Land Use and <br />Parks and Open Space Sections by expanding parks and open <br />space uses in the Churchland area. <br /> <br /> Motion by Mr. Griffin, and seconded byMr. Pitts, to concur with the <br />recommendation of the Planning Commission that CP-97-01 be approved on first <br />reading and was adopted by unanimous vote. <br /> <br />(b) Z-97-05 <br /> <br />TVVIN PINES NEIGHBORHOOD - The City of Portsmouth seeks <br />to rezone 4510 Twin Pines Road from Residential Single-Family <br />RS-150 to Preservation P-1. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that Z-97-05 be approved on first <br />reading, and was adopted by unammous vote. <br /> <br /> <br />
