March 22nd, 1955. <br /> <br />At a regular meeting of the City Council, held an ~rch 22nd, 1955, there were present: <br /> <br />Fred A D~ke, B. W. Baker, Frank N. Bilisoly, Jr., George L. Grimes,, R,E. Hawks, <br />James N~ Howard, E.W. Lawrence, R. I~vine Smith, C.E. Warren, Pearle J.' ~ilson, <br />I.G. Vass, City Manager, and R. C. Barclay, City Attorney. <br /> <br />Minutes of regular meeting of March Sth, 1955 were read and approved. <br /> <br />The following reports fr~m the City Manager were presented: <br /> <br /> 55-56 ~I'.am attaching an ordinance to close p~rtions of Vermont Avenue and Queen Street, and <br />recommend that it be placed on first reading." <br /> <br /> Motion of Mr. Hawks to suspend the rules ~e hear B.W. MacKmnzie, was adopted. and <br /> Mr. MacKenZie spoke for the closing ~f p~rliens of Vermont Avenue~ Queen Street, <br /> <br /> Motion ef Mr. Hawks te place the following ordinance on first reading, was m~opted: <br /> <br /> "AN ORDINANCE TO CLOSE PORTIONS OF VERMONT AVENUE AND QUEEN STREET AS SHOW!~ <br /> ON THE-PLAT OF THE BISHOP TRACT" <br /> <br /> 55-57 - ~'At yeur last meeting y~u referred te the City Attorney and City M~n~ger the questi~ of <br />the application ~f the Chesapeak~e and l~otoman Telepk~ne Company to increaS~ its rates within the City of Ports - <br /> ~e rec,mm~nd that the City Attorney he authorize~ te file a protest <br />m~uth by the amount ~ the License Tax Levy. . · . <br />in eennection with the application and that I be authorized te employ any add~t~enmI Iegat service that may be necq <br />essary. <br /> <br /> ~%~tion of Mr. SmiIb ~hat the City Attorney be ~u~orized fo file a prstest against the <br />.rate increase regueSted by the Chesapeake ~ ~ot~mac TeI~ph~ne Company befera the State Corl~rati~n Cc~missien and <br />that the City Manager h~ authorized to ~mploy any additional help nec~s~ary~ lv~Sadopted. <br /> <br /> 55-58 - "I am submitting the stbached letter from the League of Virginia ~unicipalitie~s for your <br />information and consideratieno I have telephoned Mr. Hardy requesting that he oppose the bills now pending in <br />Congress that w~uld remove fram the Federal Power Commission their present regulatory powers." <br /> <br />On motion filed. <br /> <br /> 55-59 "I am ~rel~rting that the let located on South Street directed to he sold~ was duly adver. <br />tised and bids were received at public anction today. The highest bid receive~ was offered By Irvin KatZ, in the <br />sum .of $925.00. I recommend, that this amount be accepted and that the proper city official be authorized to <br />cute deed for the same. <br /> <br /> ~tion ef Mr. Bilisely that the bid of $~Z~.~0 be accepted 9aid the pl~per city officials <br />authorized to sign the d~ed~ was ad, pred. <br /> <br /> 'At a evicts meeting 6f the City Coun¢it, you authorized and directed the City Manager t <br />offer for sale certain lots oweed by the City of Pertsmouth, fronting on Seventh Street, Edwards Street and ad~so~ <br />Street, at puhlic auction. <br /> I am reporting that the sale was conducted today after the property had been duly adver- <br />tized and the hi~hest bidder was C.Eo Nix in the sum of $I0,000.00o I have. been.advised that.at th.e.time the <br />property WaS purchased for a much less sum of money that the City Manager mn off,ce at~ that tmme advised the owner~ <br />of the property that the prmperty was desired for playground and rec'meatiena! purposes and ~hat .the .o~n~ ers sold the <br />property to the City at just what it had cost them to purchas~ it and that it was .the understanding of the.~wners <br />who sold it to the City that the City was purchasing it for playground and recreational porposes and that ~t would <br />be used as such. So far as I have been able to determine I have not f~und anything in the records concerning this <br />matter. I recommend that the price offered for the property he accepted unless the City is obligated to retain <br />the property for the purposes enumerated above. <br /> <br /> Motion ef Mr. Warren t~ refer back to the City ~ug_na~er for further study, was adopted. <br /> <br /> 55-61 - "I s~bmit the attached or~inance providing f~r the Ctaasification ef Employment and the j <br />Compensation Plan for ~mpleyees of the City, and recommend that it be placc~ on first rss~ling, and that an appropri- <br />ation in the sum of $30,080.00 be placed on first reading." <br /> <br /> ~otion of Mr. Lawrence to place an appropriation of $30~000.00 and the following ordinance <br />on first reading, was adopted: <br /> <br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF E~PLOY~ENT AND A COMPENSATION <br />PLAN FOR EMPLOYEES OF THE CITY" <br /> <br /> ~tion of ~r. Lawrence that the Committee appointed ~o draw up the compensation plan, <br />retained to work out with the City Manager any a~justments and re-classifications found necessary. <br /> <br />I~ro Sturte~ant present - <br /> <br /> 55-62 - "I submit the attached p~eposed supplemental budget for the P~rtsmouth Planning Commissio~ <br />for the re~ainder of the fiscal year ending June 30~h, I955 and recommend that the amount of $3,950.00 he placed <br />on first reading." <br /> <br /> Motion of Mr. Bilis~ly to place an appr~priatian of $3,950.00 on first reading, was <br />adopted. <br /> <br /> 55-63 - "I am reporting the attache~ letter fr~m A J Mspp, Supt. ef Public Schanls.
